CHIETA, The Catalyst for Enhanced Skills, Economic Growth and Employability GOVERNANCE CONTEXT • Submitted first draft to DHEST on 15 September 2019 • CHIETA and Department of Higher Education, Science and Technology (DHEST) one on one engagement will take place on 25 October 2019 that will inform the second draft update to be provided by 30 November 2019 to the Department on mandate from the CHIETA Governing Board • CHIETA to cost and factor the new requirements of the 2020/21 SLA into our second draft planning and preparation • Approval of the second draft by the CHIETA Governance Structures for submission to DHEST by 30 November 2019 • Approval by the Minister of Higher Education, Science and Technology for implementation • Communication and feedback to the National and Provincial CHIETA Stakeholders Structures before implementation on 1 April 2020 3

CHIETA, The Catalyst for Enhanced Skills, Economic Growth and Employability STRUCTURE OF FIRST DRAFT STRATEGIC PLAN PART A CHIETA MANDATE • Constitutional mandate referencing clause of the South African Constitution and the Clause of the CHIETA Constitution on the roles and function of a SETA • Legislative mandate defining the current CHIETA Legislative Universe which includes inter alia the Skills Development Act, Skills Development Levies Act and PFMA • Alignment of CHIETA strategic outcomes and strategic objectives with the following key policy frameworks namely - NDP 2030 - NSDP - HRD SA - IPAP II - New Growth Path - Rural Development Strategy • CHIETA Strategic focal areas over the next five years 4

CHIETA, The Catalyst for Enhanced Skills, Economic Growth and Employability STRUCTURE OF FIRST DRAFT STRATEGIC PLAN CONTINUED PART C: MEASURING PERFORMANCE • CHIETA Planning Methodology as per the Department of Planning, Monitoring and Evaluation following the results based methodology of strategic outcomes, outputs and output indicators • Planning instruments of SWOT, PESTEL and Scenario Planning were utilised • Organisational wide Impact Statement • Four(4) Strategic Outcomes, Strategic Outcome Indicators with baseline and five year target • Linkage of Four (4) Strategic Outcomes with Four Performance Programmes and ten (10) outputs (APP 2020/21 include the respective Output Indicators and targets) • Key Strategic Risks in relation to each Strategic Outcome as approved by Board. CHIETA, The Catalyst for Enhanced Skills, Economic Growth and Employability FOUR STRATEGIC OUTCOMES • Outcome 1: Sustained and improved culture of good governance within CHIETA Goal Statement: Effective Governance framework where CHIETA disburse its mandate within an environment of accountability, transparency and sound ethical leadership • Outcome 2: Providing the Chemical Industry and its nine (9) economic sectors with accurately identified skills needs Goal Statement: Credible and stakeholder driven Skills Planning and Research Framework identifying critical and scarce skills for Industry contributing to the national and international competitiveness, sustainability and growth of the Chemical and related sectors • Outcome 3: Reducing the scarce and critical skills needs of the Chemical Industry Goal Statement: Implementation of a diverse range of workplace based skills development interventions and providing better skilled workers and employment ready learners to Industry • Outcome 4: Producing a highly competent cohort of learners through quality learning programmes Goal Statement: Skills Development interventions are structured and managed within a framework of quality curriculum and occupational development, accredited skills development providers, assessors and moderators thereby ensuring a high quality product and service to Industry and related sectors 8
