Contests’ timelines to be respected 4 Jan-May 2020 § International Speech Contest § Table Topics Speech Contest 4 Ideally there should be at least a 2 week gap between District, Division, Area & Club Contests
Before The Club Contest… Ø Area contest date is decided. If not, do so immediately. Ø Fix the Club contest date with a min. of 14 days gap between the Club and Area contests. Ø THREE WEEKS before the contest, choose the Contest Chair who in turn selects his/her Chief Judge. Ø TWO WEEKS before the contest, the Contest Chair and Chief Judge start making their respective teams. Take assurance, commitments. Have more Contest officials than necessary to avoid last-min back-outs. Ø ONE WEEK before the Contest, have all photocopies ready. Send emails, messages to contestants and Contest Officials – separately of course. Ø ONE WEEK before the Contest, have your Contest Chair kit and Chief Judge kit ready.
Checking Contestants’ Eligibility 4 Prior to the Area, Division & District Contest, the respective Area/Division Director & PQD along with the Contest Chair should check the eligibility of Contestants. 4 This can be done by using the “Eligibility Checker” in Leadership Central. https: //www. toastmasters. org/speech-contesteligibility-checker

Before The Contest The Chief Judge Ø Checks eligibility of Voting Judges and Tiebreaking Judge. Ensures their availability and commitment. Reads the Speech Contest Rulebook. Ø Downloads all relevant documents from the D 98 website/ TI website Ø Makes his KIT with photocopies of - Chief Judge briefing script(s) - Voting Judges’ ballots - Tiebreaking judge ballot - Judges eligibility certificate - Tally and timer sheets - Result announcement and reporting forms
During the Contest A Chief Judge Ø Ensures that Judges are present in the room and have been briefed Ø Gives permission to start the contest Ø Ensures that decorum is maintained during contest. Ø Collects the Timers record sheet Ø Collects the Tiebreaking Judge’s ballot Ø Tabulates the winners with the help of Tally counters Ø Deals with protests, if any Ø Gives result to Contest Chair
After the Contest A Chief Judge Ø fills up the Contest report. Ø ensures that all fields are filled in correctly. Ø sends it immediately to PQD and DCJ. Ø sends “Notification of Contest winner” sheet to send list of winners to next level contest chair/ District officer

SPEECH CONTEST RULEBOOK FOR 2019 -20 : SOME HIGHLIGHTS 1. ELIGIBILITY OF A CONTESTANT To compete at International Speech Contest, a contestant must be a member in good standing of a club in good standing He/she must also have completed six speech projects in the Competent Communication manual or earned certificates of completion in Levels 1 and 2 of any path under Pathways learning program.

ELIGIBILITY OF A JUDGE • Be a paid member of a club in good standing • At area, division and district level, a judge must have completed a min. of six speech projects in Competent Communication manual or Levels 1 and 2 in any path under Pathways • A member cannot serve as voting judge or tiebreaking judge beyond club level for a contest type in which he/she is competing or intends to compete. • A presenter of an education session, contest chairs, Chief Judges, event committee chairs cannot compete at the event at which the contest will be held.
SPEECH CONTEST RULEBOOK FOR 2019 -20 : SOME HIGHLIGHTS 3. OTHER HIGHLIGHTS • The subject of the Table topics contest must be determined by the Contest chair. The topic must be not require detailed knowledge and must lead to an opinion or conclusion. • Protests are limited to originality and eligibility and must be lodged only by contestants or voting judges. A protest must be lodged with the Chief Judge and/or Contest Chair prior to the announcement of the winners. Audience cannot lodge a protest. Before a contestant can be disqualified on the basis of originality, he/she must be given an opportunity to respond to voting judges.
