Checked Baggage Inspection Systems (CBIS), Initial Site Acceptance and Testing (ISAT) Familiarization Training Introduction • The Critical Infrastructure / Transportation Security group working for The Transportations Security Agency manages the • Checked Baggage Inspection System (CBIS) program • Begins when bags are diverted from the mainline for inspection • Initial Site Acceptance and Testing (ISAT) • Required when either a new CBIS has been installed or a system updated. • Instruction Plan • Training for new personnel and sub contractors
Checked Baggage Inspection Systems (CBIS), Initial Site Acceptance and Testing (ISAT) Familiarization Training Phase 1 • Training - Characteristics of the CBIS • • Administrative responsibilities Typical layout Zones within the CBIS Common terms • Training - ISAT • Common CBIS ISAT testing procedures • Personnel assignments during ISAT and responsibilities • Common terms
Checked Baggage Inspection Systems (CBIS), Initial Site Acceptance and Testing (ISAT) Familiarization Training Audience and delivery • Target audience • New personal/subcontractors assigned to contract, • May or may not have baseline knowledge of CBIS or ISAT • Information will be collected through personal interview and questionnaire • CBIS ISAT Audience Survey • CBIS ISAT personnel are geographically separated • Facilitator led • Virtual or classroom setting.
Checked Baggage Inspection Systems (CBIS), Initial Site Acceptance and Testing (ISAT) Familiarization Training Phase 2 • Understand the fundamentals of the checked baggage inspection System (CBIS) and administrative responsibilities • Understand the fundamentals of initial Site Acceptance and testing (ISAT)
Checked Baggage Inspection Systems (CBIS), Initial Site Acceptance and Testing (ISAT) Familiarization Training Objectives 1 -Newly assigned personnel will be provided facilitator based virtual or classroom training on the Checked Baggage Inspection System (CBIS) and should gain familiarity of general administrative responsibilities, the layout, zones and common terms and the resources where these can be found. Students will be able to identify layout and zones with 85% comprehension and understand 100% where to identify terms and definitions.
Checked Baggage Inspection Systems (CBIS), Initial Site Acceptance and Testing (ISAT) Familiarization Training Objectives 2 -Newly assigned personnel will be provided facilitator based virtual or classroom training on the Initial Site Acceptance and Testing (ISAT) familiarization and identify ISAT testing procedures and identify personnel positions. Students will be able to identify tests with 85% comprehension and understand 100% personnel assignments and where to identify terms and definitions and the resources where these can be found.
Checked Baggage Inspection Systems (CBIS), Initial Site Acceptance and Testing (ISAT) Familiarization Training Strategies and Critical thinking • Provide new personal assigned to the CBIS ISAT program a base level knowledge. • Training and hands on experience will help assist in the expedition and understanding of ISAT operations • Critical thinking • Ability to think clearly, rationally and understanding the logical connection between ideas. • Active learning • Engage in reading, writing and discussions
Checked Baggage Inspection Systems (CBIS), Initial Site Acceptance and Testing (ISAT) Familiarization Training Instructional Strategies • Inquiry Learning: Students use an investigative process to discover concepts for themselves. • Make observations, pose hypotheses, and speculate on conclusions. • Share thoughts and tie the activity back to the main idea/concept • Interactive Lecture: breaks up the lecture for an activity that lets students work directly with the material. • Observe and interpret features of images, interpret graphs, make calculation and estimates. • Self-Assessment: Students receive a quiz (typically ungraded).
Checked Baggage Inspection Systems (CBIS), Initial Site Acceptance and Testing (ISAT) Familiarization Training Technologies and Delivery • Skype • • • Free download and calls Does not require expensive hardware Application that can be accessed on just about any screen Conference calls, video calls, instant message, send/receive SMS messages File and screen sharing. • All company laptops are equipped with the Skype application • Primary means of delivery • Standalone classroom training and a virtual applications • Power point presentation, MS Word,
Checked Baggage Inspection Systems (CBIS), Initial Site Acceptance and Testing (ISAT) Familiarization Training Phase 3 Length and Timeline • This course is designed to be part one of a series, • • Travel schedule dictates overall completion (may vary) Part one, 8 hour training session Scheduled within a week of contract assignment Experience determines follow on training
Checked Baggage Inspection Systems (CBIS), Initial Site Acceptance and Testing (ISAT) Familiarization Training Assessments • Graphic organizers used as visual representations • The student is expected to illustrate, identify information within graphic. • Periodic quizzes will be used during the formative assessment process to monitor student learning. • Provide feedback on students progression • Receive immediate feedback. • Open-ended questions developed to utilize throughout the training. • Build knowledge and help develop critical and creative thinking skills. • Free exchange of information between students and facilitators
Checked Baggage Inspection Systems (CBIS), Initial Site Acceptance and Testing (ISAT) Familiarization Training Phase 4 Outcomes • Overall objective • Provide students with a base level knowledge of the CBIS ISAT program • Reduce the amount of time required to fully train CBIS ISAT Site leads • Success of the training session • Trainee completes all assessments. • Reduce the amount of time required to train site leads.
Checked Baggage Inspection Systems (CBIS), Initial Site Acceptance and Testing (ISAT) Familiarization Training Evaluation's • Formative Evaluation • Smith and Ragan four stages to the evaluation. • First stage—design reviews—is completed prior to the development of instruction. • Stage two—expert review—typically occurs after the instruction is finished but before it is used. • The final two phases - include the use of the actual instruction with learners that represent the intended learners.
Checked Baggage Inspection Systems (CBIS), Initial Site Acceptance and Testing (ISAT) Familiarization Training Overview • This instructional design can be used for new hire and subcontractor training • Refresher course and be conducted on an as needed basis. • The time frame and dates will work around CBIS ISAT schedule • Critical Infrastructure / Transportation Security group will determine course content and frequency updates.
