Impact to Moving Industry • Current contract set up very risky for international forwarder • SCACs not relevant • Service Contract Act • Complete control of shipment distribution by contractor • Complete control by contractor on partnerships • Transition phase from DP 3 to GHC • For “subcontractors” under GHC who move mostly DOD shipments, all financial risk consolidated with one prime contractor
