THE RATIFICATION DEBATE • Delaware first! – December 7, 1787 • Then Pennsylvania, New Jersey, Georgia, and Connecticut! • Massachusetts next but with reluctance • Maryland South Carolina made it state 7 & 8 • All eyes now on VIRGINIA!
