A little bit about AEDARSA • AEDARSA became a non-profit safety association in March 1996. • AEDARSA has the delegated responsibility by Alberta Municipal Affairs to administer safety programs for elevating devices, amusement rides and passenger ropeways in the province of Alberta. • AEDARSA is focused on safety. We do not design, install, renovate or perform maintenance. • AEDARSA has a Board of Directors with 8 volunteer members representing different interest groups and we have a combined staff of 22 in Calgary and Edmonton.
What We Do • Investigate accidents. • Review engineer approved plans for new installations and major alterations. • Perform acceptance inspections of new and altered installations. • Issue “Certificate of Operation” and notification for required safety inspections. • Provide technical advice based on adopted codes to contractors and owners. • Maintain permanent records related to all delegated functions. • Perform safety inspections. CHANGES TO THE REGULATION & ELEVATOR CODE • Alberta Regulation AR 62/2009 was put in to place by Order in Council May 2009 by the Minister of Municipal Affairs • ASME A 17. 1 -2007/CSA B 44 -07 Safety Code for Elevators and Escalators was thereby adopted
WHY DID WE CHANGE n n n In one word (EVACUATION) Since 911, the world changed with respect to the evacuation of high-rise buildings In the time it take the firefighters to arrive at a building, valuable time has been lost with regards to evacuating a building by use of elevators that have not been compromised by fire or smoke.
NEW INSTALLATION • All elevator’s that were sold after the adoption of the new elevator code regulation adopted in May of 2009 • The new installation must comply with the Elevating Devices Code Regulation which adopts the AMSE A 17. 1 -2007/CSA B 44 -07 in the Province of Alberta • This elevator code is a harmonized international code with the United States of America.
Alberta Building Code (2006) n Clause 3. 2. 6. 4 Emergency Operation of Elevators states: n 1) Elevator shall comply with the elevating devices code regulation made pursuant to the Safety Codes Act. 2) Special Emergency Service as defined in the elevating devices code regulations made pursuant to the Safety Codes Act shall be provided in all elevators. n
AR 62/2009 n n Clause 2. 27. 3. 2. 2. 1 In jurisdictions enforcing the NBCC, smoke detectors, or, if applicable, the building fire alarm system (fire alarm initiating devices), used to initiate Phase 1 Emergency Recall Operation, shall be installed in conformance with the requirements of the NBCC, and shall be located in (a) each elevator lobby, and (b) the machine room
