Safety Training • Learning Management System (LMS) operational since 10 th September 2018 https: //lms. cern. ch/ developed in collaboration with HR (Learning and Development and FP-AIS) • Controlled Radiation Area (class-room course) - Refresher Course: e-learning • LS 2 relevant training courses under production: • Up-grade: Electrical Safety - Users (classroom) – Oct. /Nov. • Waste Management (online) – Nov. • Co-activity and Worksite Safety (online) – Nov. Special effort by FB: backlog for ‘First Aider’ of ~ 250 persons will be cleared by the end of 2018 All other safety courses keep their initial validity – no ‘big’ LS 2 safety course! Occupational Health and Safety - OH&S GL of OH&S: Yves Loertscher brings experience in OH&S from an Accelerator and Physics Research Laboratory (Paul-Scherrer-Institute) – started 3 rd April 2018 OH&S will apply “Plan-Do-Check-Act” principle …in close collaboration with • identifies risks, Departments and Experiments • defines protection goals, • elaborates solutions, • proposes suitable solutions (decision is with Departments’ line management), • accompanies the implementation of the chosen solution, • monitors efficiency of implemented solution, • gives “Clearance” OHS interprets rules, norms, standards ACCU, 18. 9. 2018 New mandate under preparation EDMS 2026356 11
Occupational Health and Safety – OH&S • Develop further cutting edge knowledge (e. g. fire safety – a new methodology to assess the risk of fire for CERN research facilities – FIRIA project, fire safety similar to radiation protection) • Project and Experiment Safety Support (PESS) • Tender activity (process to be rearranged, HSE to come in at an early stage) • Accident and incident follow-up • Act as technical expert for writing of safety rules OH&S in ISO (or CEN) committee • … ACCU, 18. 9. 2018 EDMS 2026356 12
Vision for HSE – Fire Safety Fire safety across HSE – strong synergy between FB and OHS Inspections Operation Prevention Engineering HSE-FB HSE-OHS ACCU, 18. 9. 2018 EDMS 2026356 13
Radiation Protection • Compliance with EU Directives, e. g. 2013/59/Euratom • Respect of responsibilities: Institute Certificate for MPAs (Contractors already compliant since LS 1) • All problems solved (at least to my knowledge) ACCU, 18. 9. 2018 EDMS 2026356 14
Radiation Protection – what’s new? • Radioactive Waste – CERN internal acceptance criteria for radioactive waste (CADRA) [EDMS 1364231 v. 2. 4] (guideline on waste sorting/packaging at the source) ACCU, 18. 9. 2018 EDMS 2026356 15
Internal transport of radioactive goods I ADR compliant - as requested by ASN and OFSP (public roads): • but CERN-specific procedure ‘Internal transport of radioactive goods at CERN’ including simplified characterisation method approved by ASN and OFSP • Progressive implementation June - September 2018 • ASN and OFSP inspection on 7 th December 2018 • Very few, particular transports require a special ASN and OFSP agreement (‘special arrangement’) -> some lead time needed envelop case for specific, large size material ACCU, 18. 9. 2018 EDMS 2026356 16
Radioactive Internal Transport II Process automated to the maximum extent Data Recording & transfer TREC -> EDH Request for internal transport by TREC RP measurement RP verification and approbation transport request, automatic preclassification, EDMS 1107233 ACCU, 18. 9. 2018 EDMS 2026356 17

Clearance of radioactive material Isotope LL [Bq/g] >2018 LE [Bq/g] Ratio <2018 LE/LL Dose rate @ 10 cm per LL for 1 kg [n. Sv/h] Mn-54 1. 00 E-01 1. 00 E+01 100 1 Co-60 1. 00 E-01 1. 00 E+00 10 4 Proposal discussed with OFSP: (procedure for approval under preparation) - Dose rate measurements (BGO) can still be used to classify material at the exit of the accelerators as non-radioactive (based on 6 Mio. Acti. Wiz calculations) - Where not possible (e. g. small and light items) -> RADOS measurements - If RADOS not suitable -> gamma spectrometry Shielding insert CERN Mobi. Lab-1 ACCU, 18. 9. 2018 - Big worksites will be ‘zoned’, i. e. areas of nonradioactive and radioactive items will be defined before works start (e. g. already successfully EDMS applied for the East Area) ACCU, 18. 9. 2018 19 EDMS 2026356
Environment CERN to develop into a role model for an environmentally - aware scientific research laboratory Present challenges for CERN: • • Pollution or water circuits Release of Green House Gases Noise … Prevention of environmental pollution/incidents: Immediate (re)action required to limit impact! Call 74444 (FB)! Visible pollution events to be immediately declared to local authorities by HSE in close collaboration with DG-IR. ACCU, 18. 9. 2018 EDMS 2026356 20
CERN HSE Objectives for LS 2 OHS: • • Departments HSE Systematic and thorough follow-up of serious incident/accidents Accident prevention campaigns, e. g. on false floors New equipment to undergo safety validation process before being installed Inspections of pressure equipment not accessible during runs RP: • Objective for personal dose: 3 m. Sv/12 consecutive months (≠ work stop!) • Number of ‘radioactive transports’: < 150/month in average (300/month in YETS) • Optimisation of radioactive waste production, better waste sorting at the source ENV: • Optimatisation of waste production, better waste sorting at the source • Prevention of water/soil pollution • Reduction of fluorinated gas emissions (fixing leaks, proper handling) ACCU, 18. 9. 2018 EDMS 2026356 21
