Why Protected Area? 1) Added value: • Specific complex of ES and ESS • Exceptional (rare) value of individual/complex of ESS (supporting and provisioning (very high biodiversity (genetic resources), habitats, medicines), cultural) • Specific manner/intensity of ESS use • Higher responsibility/opportunities for local authorities/community • More precise assessment of ESS on national scale: e. g. analysis of public costs-benefits, comparison of ESS stocks/use/potential in PA/not PA 2) Relatively easy to identify: • • Clear borders, area, cover, habitat composition/biodiversity, costs Opportunities to monitor use of main ESS 3) Supporting features for use intensity/value: • brand, infrastructure, staff Status. Near future (next week) The European Environmental Bureau is a federation of over 140 environmental citizens' organisations in EU. It focuses on influencing EU policymaking and implementation and assessment of its agreed policies. The EEB policy officers are in dialogue with the European Commission, Parliament and Council, and strive to improve or protect environment laws in Europe. The most important issues are highlighted in the Ten Green Tests – they will be used to evaluate the performance of the Presidency in the six months to come. Status. Near future (next week) Invest in ecosystem services • Ensure adequate funding for ecosystems assessment and ecosystem services valuation according to the EU Biodiversity Strategy to 2020, Target 2, Action 5; • Include ecosystem services approach as one of the main environmental elements for successful sustainable development, into all relevant horizontal initiatives and strategic documents; • Consider ecosystem services assessment, economic valuation and restoration issues as a priority for the LIFE and EU Multiannual Financial Framework 2014 -2020 funding; • Support and encourage other EU financial bilateral/multilateral mechanisms to foster initiatives for ESS valuation (e. g. TEEB), restoration and stock quality safeguarding, also promoting EU/international cooperation and experience exchange. Status. Goal and main targets The goal of the project - increasing specialized NGOs capacities in the ESS assessment field: • Increasing NGOs’ capacities to participate in the decision making processes; • Establishing national ESS coalition from 5 specialized NGOs with the aim to strengthen NGOs and creating more beneficial opportunities for their development. • Providing better opportunities to join ESS activities for smaller specialized and local NGOs. • Helping NGOs to be prepared for participation in the ESS valuation/TEEB process.
