CDS Volume 3 Tariff Clinic | Terms of Reference Context: Given the continuous feedback

CDS Volume 3 Tariff Clinic | Terms of Reference Context: Given the continuous feedback raised by external delivery partners regarding their difficulties navigating the tariff and in seeking responses to their CDS Volume 3 tariff queries, HMRC will be hosting fortnightly CDS Volume 3 Tariff clinics. This new initiative provides a direct channel for external delivery partners to communicate and seek responses to their pre-approved questions from the CUPID team. Queries to be discussed at this forum must all be submitted through the SDST process with an indication that these are specifically for discussion at CDS Volume 3 Tariff clinics using the query submission template. Trade will be formally notified whether their queries have been approved for discussion by the CUPID team the day before the clinic when formal agendas are issued via SDST. At the forum, members from the HMRC CUPID team will address and respond to queries and any follow up queries the developers may raise. Following the forum, outputs will be issued to external trade a maximum of 1 week post engagement. A formal record of all CDS Volume 3 Tariff clinic outputs will be maintained for the use by external trade. CDS Volume 3 Tariff Clinics - Framework: • Attendee list: Provides guidance on tariff navigation or tariff policy related queries specifically for the following: CDS Tariff Volume 3 – Imports, Exports and Inventory Tariff for (both Imports & Exports) only. Any queries that are not within this remit, will be rejected from the clinic and handled via the SDST process. • All SWD’s • All CSP’s • Provide responses to only CDS volume 3 tariff queries only that have been submitted via SDST by noon 6 working days before each clinic in order to be discussed • All EO’s • Does not provide the opportunity to discuss policy requirements and/or concessions • AICES • Does not provide personalised advice to specific developers on declaration completion • BIFA • Does not provide guidance on live declaration submission tariff queries 2

CDS Volume 3 Tariff Clinics | Terms of Reference – Process: 1. CDS Volume 3 tariff queries from developers to be submitted via SDST using the query submission template by noon 6 days prior to the fortnightly clinic. Please tick the box on the template to indicate you are raising a CDS volume 3 tariff query and therefore it will be discussed during the fortnightly clinics. Please note all queries submitted will be discussed with the developer community. Stakeholders should state on the query submission template if their query is sensitive and therefore cannot be discussed in an open forum. 2. External delivery partners will receive notification of whether their submitted queries will be discussed by HMRC the day before the clinic via the finalised agenda issued by SDST 3. During engagement queries will be discussed. Any agenda topics not discussed during an engagement will be revisited at the next engagement prior to discussing new topic requests and/or handled via the regular SDST process as the query did not meet the criteria to be discussed during the clinic 4. Outputs summarising the clinics main discussion points will be issued externally a maximum of 1 week post engagement 5.
