ELIGIBLE APPLICANTS The following organizations and entities may apply for grant funds: a. Nonprofit organizations including community and faith-based organizations. Organizations must be registered with the Internal Revenue Service as a 501(c) (3) entity to be eligible to apply for this funding opportunity.
ELIGIBLE APPLICANTS All applicants must be registered and in good standing with the System for Award Management to be eligible for this funding. Non-profit organizations, including faith-based organizations, may apply for grant funds. Grant awards to non-profits, including faith-based organizations shall not be used for religious activities. Award subrecipients shall not require program participants to participate in religious activities in order to receive services.
ELIGIBLE APPLICANTS To register in SAM, at a minimum, you will need the following information: • Your DUNS Number, Legal Business Name, and Physical Address from your Dun & Bradstreet (D&B) record. If you don’t already have one, you can request a DUNS Number for FREE from D&B (https: //www. dnb. com/duns-number/get-a-duns. html) • Your Taxpayer Identification Number (TIN) and Taxpayer Name associated with your TIN. Review your tax documents from the IRS (such as a 1099 or W-2 form) to find your Taxpayer Name • Your bank’s routing number, your bank account number, and your bank account type, i. e. checking or savings, to set up Electronic Funds Transfer (EFT)
APPLICATION INSTRUCTIONS PLEASE READ ALL INSTRUCTIONS BEFORE BEGINNING YOUR APPLICATION 1. Organizations applying should submit only one application per project requesting funding. More than one application may be submitted by an applicant, for separate projects. 2. If an applicant submits their application, then later (but before the deadline, November 8, 2020) wants to amend their responses, applicants will have to submit a new, separate, application for the program/project. It will be applicant’s responsibility to inform The Office of Housing and Community Development (OHCD) which version of the application should be presented to the Community Development Committee for consideration before the deadline. If no selection is sent to OHCD, only the most recent version will be sent for review.

GENERAL GRANT INFORMATION CARES Act Specific Information: (For December 2020 to June 2021 Grant Period) The CARES Act featured specific language detailing how the funds from the Act would impact a variety of federal programs. HUD has released further guidance about use of the CARES Act funds disbursed by the department. Below is a quick summary of the most pertinent information for each of the grants offered thru this application. Applicants are encouraged to review the text of the CARES Act (https: //home. treasury. gov/policy-issues/cares/state-and-local-governments), and all HUD guidance offered on the subject (https: //www. hud. gov/sites/dfiles/CPD/documents/FR-6218 -N-01 -CDBG-CV-clean-8 -7 -20 header-for-posting. pdf).
GENERAL GRANT INFORMATION Community Development Block Grants (CDBG) CDBG funds awarded to the City of Clarksville OHCD are used to contribute to the development of viable urban communities by providing decent housing, suitable living environments, and expanded economic opportunities, principally for low- and moderate-income persons. From the federal level, the Department of Housing and Urban Development has set three national priorities based on the Housing and Community Development Act for Community Planning and Development (CPD) Programs; “(1) To ensure decent housing; (2) To create and maintain a suitable living environment; and (3) To expand economic opportunities”. On the local level, each city can select their own objectives and priorities that will meet the needs of their community. This funding announcement is for the Public Services section of the CDBG allotment from the CARES Act. OHCD utilizes the Public Services component of CARES CDBG to address needs related to homelessness.
SERVICE CATEGORIES OHCD will accept applications for CARES Act funding from eligible organizations that can operate programs which address the categories of services listed below. Organizations are permitted to apply more than once if they wish to operate more than one project. Different categories can be included in the same project. Each activity must meet a national objective, be an eligible activity, AND be carried out to prevent, prepare for, and/or respond to the Coronavirus.

SERVICE CATEGORIES Lobbying is Prohibited For the purposes of this application process, lobbying means any oral or written communications by applicants for this grant and/or representative(s) employed or retained by them, with members of the Clarksville City Council and/or staff, City of Clarksville Government Officials and/or staff, in order to attempt to influence the outcome of this process. This grant application process begins when OHCD notifies the public of the grant opportunity and continues through the application process. The prohibition on lobbying ends at the time OHCD announces the close of this opportunity. Prohibited lobbying activities include, but are not limited to:
