Background • Substantial Amendment to the 2012 -2013 Annual Action Plan > Required anytime funds need to be reprogrammed or allocated after the initial approval of the Action Plan • Current Substantial Amendment > Reprograms and allocates $426, 583 in CDBG funds • Public Review and Comment Period > December 6, 2012 through January 10, 2013 2
Reprogrammed Funds • $63, 000 originally allocated to IDEPSCA for the Street Vendor Program. > Agency could not secure fiscal agent and move the project forward according to CDBG Rules and Regulations • $63, 000 reprogrammed to the Public Health Department > Completion of the Dental Clinic 3

Allocation of Funds • $362, 193 received from the dissolution of a Revolving Loan Fund utilized by PDC and Subsequently VEDC. > Funds returned to the City > Proposed allocation in the to the Robinson Park Phase II and III Project • $1, 390 from carry forward funds from City capital projects > Proposed allocation to Jackie Robinson Community Center ADA Compliance Project 5
