Presidential Proclamation On April 22 nd, the Administration released a Presidential Proclamation on suspending entry for certain immigrants applying for immigrant visas. • • The Proclamation will be implemented by the State Department and the Department of Homeland Security. It applies to certain applicants for lawful permanent residency, or green cards, who are applying at a consular post abroad and are not exempt. • The proclamation applies to noncitizens who: • Are outside the United States as of 11: 59 p. m. ET on April 23, 2020; • Do not have a valid immigrant visa as of 11: 59 p. m. ET on April 23, 2020; and • Do not have a valid travel documents such as Advance Parole, Boarding Foil or Transportation Letter. • For more information, see CLINIC’s summary. CLINIC Updates

Upcoming DACA Decision from SCOTUS The Supreme Court’s decision on the DACA program is expected to come out in the next couple of weeks. Back in November 2019, the Supreme Court heard arguments on whether or not the Trump Administration’s efforts to terminate the DACA program was legal. The court is expected to issue a decision on the case in the next upcoming months, most likely between April and June. When the decision is announced, USCCB will have resources ready for your use to advocate to protect Dreamers. US-Mexico Partial Border Closing On March 20, 2020, the Administration announced the partial closure of the US-Mexico border citing efforts to curtail the spread of COVID-19. USCCB Updates As a part of the closure, the U. S. and Mexico only allowed border crossings of people connected to essential services, such as food, fuel, and healthcare. Also included in the closure was the suspension of processing asylum seekers and unaccompanied children. USCCB Letter Regarding Care for Detainees and UACs During the COVID-19 Crisis On April 14, 2020, Bishop Mario E. Dorsonville, Auxiliary Bishop of Washington and Chairman of the USCCB's Committee on Migration, sent a letter to Chad Wolf, Acting Secretary of Homeland Security with recommendations regarding immigrant detainees and unaccompanied children to help with greater protection during COVID-19. Call for Release of Non-Violent Immigrant Detainees Bishop Mark J. Seitz of the Diocese of El Paso recently issued a statement, asking Immigration and Customs Enforcement (ICE) to release nonviolent migrants from ICE detention centers. Bishop Seitz stated the release of non-violent detainees is a matter of public health to protect migrants and law enforcement personnel, but also a matter of faith, "to welcome the stranger with compassion. Immigration Updates U. S. Government to Delay Implementation of Housing Rule On April 8 th, the U. S. Department of Housing and Urban Development (HUD) told a Manhattan federal court that it will delay implementation of a new rule that blocks mixed-status families -families comprised of both undocumented immigrants and U. S. citizens or lawful permanent residents- from subsidized housing. HUD will delay the rule's implementation until at least July 1 st. Currently, mixed status families that include citizens or certain legal immigrants can qualify for subsidized housing, even if the leaseholder is ineligible for housing benefits. Delays on Additional COVID-19 Assistance USCCB Senators’ return this week will open up possible discussions about further coronavirus relief packages. From the page, IRC moderators will share content and respond to direct messages within one business day or less. Deadline: June 1 st, 2020 The Foundation for Financial Planning is accepting grant applications from nonprofit organizations whose programs link pro bono financial planners to people in need. Programs should include one-on-one engagements between Certified Financial Planner™ (CFP®) professionals and pro bono clients, and help people who are underserved by the market and could not ordinarily access quality, ethical financial advice. FUNDING OPPORTUNITIES Opportunity Challenge Deadline: May 26, 2020 The World Education Services (WES) Mariam Assefa Fund and the Tarsadia Foundation announced a joint $1 million grantmaking initiative to support the success of immigrants, refugees, and their communities nationwide. The challenge will open on March 23, 2020, and grant submissions will be accepted through May 26, 2020. We have assembled an inspiring group of experts, community leaders, and social entrepreneurs to help us identify a shortlist of semi-finalists from which we will select seven finalists to receive grants of up to $200, 000. Partner with PIF: Request for Proposals Deadline: December 2020 The Protecting Immigrant Families, Advancing our Future (PIF) Campaign – a collaborative project between the Center for Law and Social Policy (CLASP) and the National Immigration Law Center (NILC) – is now inviting proposals from community-based non-profit organizations. In light of the implementation of the public charge regulations and current public health crisis, the PIF Campaign seeks applications that would build capacity to mitigate harm and empower immigrant communities to fight fear with facts.
