Status of the CBMP Strategic Plan CIRCUMPOLAR BIODIVERSITY MONITORING PROGRAM • Four year Strategic Plan approved at the first CAFF Board meeting under Canadian Chairmanship 2013 • Gl/ Dk and US. Co-chairs the program • Developed by Co-chairs, together with the outgoing Canadian CBMP Chair and CAFF secretariat • Four Year Strategic Plan direct the CBMP from 2013 - 2017: Photo: David Boertmann • Is the response to Arctic Council rec on biodiversity and ecosystem monitoring. • A step to ensure integration of different monitoring disciplines within CAFF. • To bring on ground monitoring up on a regional and international scale through various products. • Have focus on CBMP as tool for ABA implementation in coming years

Overall CBMP status CIRCUMPOLAR BIODIVERSITY MONITORING PROGRAM Major planned activities and deliv. follows the plan (few changes). This includes: – Marine, Freshwater and Terrestrial Plans endorsed by CAFF Board and published (2011 – 2013) – Coastal Plan on its way (2016) – CBMP Steering Groups, Expert networks/ national networks established (2012 – 2014/? ) – Indicators / FEC attributes developed and datasets identified 2013++. – Coordinated monitoring going on in the countries (2015++/ ? ? ). – Better integration of four SG to have future common assessments (2020)

The aim is to have a common report outline and, where possible, facilitate common reporting of issues

CBMP Leadership Update and Assignments CIRCUMPOLAR BIODIVERSITY MONITORING PROGRAM • First period during the Canadian CAFF Chairmanship daily tasks and development of a four year strategic plan were developed by a coordination team (New Co-chairs (United States & Greenland/ Denmark), outgoing Chair (Canada) and the CAFF Secretariat) • Afterwards team leads for various tasks where appointed. • In the current period coordinating and technical team consist of GL/DK, US. & CAFF secretariat, with invaluable input and lead from CBMP SG Chairs and from other countries on particular projects. • Status on CBMP Co – Chairmanship: US. 2013 to 2017 GL/ DK 2013 to 2015, but possibly to 2017

CBMP Leadership Update and Assignments CIRCUMPOLAR BIODIVERSITY MONITORING PROGRAM Assignments 2013 – 2015+: • Coastal Plan: Canada/ US. with GL/ DK and US. • Freshwater plan: Sweden/ Canada with GL/ DK. • Terrestrial plan: Canada/ Sweden/ Norway with GL/ DK. • Marine plan: Greenland/ Norway/ Russia with GL/ DK. • CBM and TEK: US. • Development of headline indicators; US. CAFF & Canada. • ABDS, Fundraising, Communication, building strategic links etc: CAFF secretariat, but with support and input from co-chairs.

State of The Arctic Biodiversity Report CIRCUMPOLAR BIODIVERSITY MONITORING PROGRAM Goal - As agreed in the CAFF Board: • To provide a regular reporting format for the implementation of the CBMP Arctic Biodiversity Monitoring Plans, reporting on the state and condition of key aspects of Arctic biodiversity. • Reports should be short and concise along the lines of the 2010 trends report and not more than 100 pages. • One report that containing science (trends); achievement with regards to implementing ABA recommendations as much as possible • Reports will have to be tailored to the different monitoring plans

State of the Arctic (Marine) Biodiversity Report CIRCUMPOLAR BIODIVERSITY MONITORING PROGRAM • An outline is developed by CBMP Co-Chairs, Marine SG Chairs and CAFF Secr. • Outline discussed in CAFF Board • Some Expert Network started working on input already in autumn 2014. • SAMBR will (agreed by CAFF Board): - Describe the baseline conditions for FEC`s - Spatial comparisons, where possible, within and among the different Arctic Marine Areas (AMAs) will be made if possible - Build upon the ABA where possible, but will not contain a revised version of ABA marine chapters; focus will be kept on FEC attributes identified in the CBMP (Marine) Monitoring plan - Ensure there is an overriding holistic overview and that TK is reflected in the report outline - Be a delivery for the Ministerial 2017

Science writer would be contracted via CAFF and work under the guidance of a project Steering Committee. Total costs estimated to: 60. 000 – 70. 000 USD • Timeline:

Headline Indicators: Migratory Birds CIRCUMPOLAR BIODIVERSITY MONITORING PROGRAM • Draft circulated for review and feedback received • Requires technical revision and editing • February 1 Board review • March Assessing resources needed to complete • Countries to consider funding for changes that might be needed i. e. additional data entry and analysis • Scheduled for completion in Autumn 2015

Arctic Nature Index CIRCUMPOLAR BIODIVERSITY MONITORING PROGRAM • Pilot project exploring if the Norwegian Nature Index (NINA) can contribute to CBMP • EU Nature Directives reporting as inspiration for Arctic Nature Index? • Deliver scientific results and information in a clearer and direct manner to the policy level and the public • Project funding in place for pilotproject on Norwegian Nature Index

CAFF Biennial: Much focus on ABA follow up CIRCUMPOLAR BIODIVERSITY MONITORING PROGRAM - CAFF Biennial included a one day meeting to finish “ABA Action and implementation Plan” - Will be send to Minister Meeting in May. - Norway & Canada is leading - Each recommendation will be followed up by implementation projects - Plan is divided into four phases from 2013 – 2021, corresponding to the cycle of rotation of the chairmanship of the Arctic Council and CAFF.

The four ABA follow up phases CIRCUMPOLAR BIODIVERSITY MONITORING PROGRAM The Plan will: - Be a standing item on the CAFF Management Board agenda for progress evaluation. - Once every 2 -year be progress evaluated and priorities can be revised for the following 2 year period. - Through a progress reports be re- submitted to the Senior Arctic Officials before Ministerial Meetings in 2017 and 2019.

CBMP-Freshwater Status CIRCUMPOLAR BIODIVERSITY MONITORING PROGRAM • The Freshwater Plan was approved in October 2012. • The Freshwater Plan is composed of 5 projects. • Currently, the CBMP-FSG members are seeking funding for the 5 projects from their country authorities. • 2014 annual meeting held in June 2014 in Akureyri • National Freshwater Expert Network meetings have been held in all countries during 2014 • Organized a session at the Arctic Biodiversity Congress.

CBMP-Freshwater Status CIRCUMPOLAR BIODIVERSITY MONITORING PROGRAM • 2015 Annual report and Work Plan produced (including country reports) • 2015 annual meeting scheduled for 27 -29 April, Copenhagen • International Freshwater Expert Networks (FENs) meeting scheduled for 5 -8 October, Copenhagen. FEN`s work on implementation CIRCUMPOLAR BIODIVERSITY MONITORING PROGRAM • National Freshwater Expert Networks (FEN) – Collect & analyse national monitoring data – Assess Arctic freshwater biodiversity status & trends – Associate cause of spatial & temporal trends in biodiversity • Primary FEN Objective 2013 -2015 – Identify data for national trend analysis through extensive search for metadata on Focal Ecosystem Components (FECs) – Summarize metadata for lakes and rivers (useful to identify feasibility of each FEC for inclusion in assessment) • FEN Objective 2015 -2017 – Collect & assess “high quality” data sets – Identify “ideal” monitoring stations within each country, Well-established national monitoring networks in some countries – Produce country input to “State of Circumpolar Arctic Freshwater Biodiversity”

Traditional Ecological Knowledge (TEK) CIRCUMPOLAR BIODIVERSITY MONITORING PROGRAM Can inform CBMP Freshwater assessments: • Environmental change over long time scales • Distant & recent baseline conditions where monitoring does not exist (ice thickness, freeze up & break up) • Synthesizes continuous observation of environmental drivers (climate, fishing pressure) Types of freshwater TEK data: • • Oral history (TEK interviews with local experts) Reports (industry, co-management, government) Archaeological reports Missionary recordings & photographs photo credits: James Kuptana

2. 2. 3 Coastal Update CIRCUMPOLAR BIODIVERSITY MONITORING PROGRAM • Rep´s from Canada, DK/GL, Norway, US and ICC have been appointed to CEMG. Rep. ´s are needed from Iceland Russia. • The first face to face meeting of the coastal steering committee held in September 2014, Akureyri, to develop outline to Background Paper and start the inventory of ongoing programs within each country.

Coastal update CIRCUMPOLAR BIODIVERSITY MONITORING PROGRAM • Regular teleconferences have been held since the formation of the CEMG • The Coastal group organized a session entitled “monitoring and understanding change in Arctic coastal zones “at the Arctic Biodiversity Congress in December 2014. • Terms of reference for the CEMG has been approved by CAFF in August 2014 • Background Paper is roughly 90% complete. Final Draft ready 1 st of May

Coastal Update CIRCUMPOLAR BIODIVERSITY MONITORING PROGRAM Background Paper will: • Very much build on the same utilized formats, ecosystem approach concept (incl. development of FEC´s) as the other CBMP groups, and also on lessons learned. • Include an inventory of Existing Coastal Monitoring Capacity by Nation/ PP; - Ongoing projects that have been running for at least 10 years - Projects suitable for assessments - Projects that are sustainable so that they will run in the long term • Give clear definition on geographical scope and species and ecosystems to be included. • Give special effort to reconcile TK with science approaches in the Background Paper. ICC has recently provided the group with some of the latest direction on TK. • Respond to user questions and information needs, and include a local as well as circumpolar scale resolution.

2. 2. 3 Coastal Update CIRCUMPOLAR BIODIVERSITY MONITORING PROGRAM First Coastal expert workshop (to help the CBMP Coastal Group to develop the Monitoring Plan) scheduled for June 1 - 3 2015, Halifax. Hope to have big TK involvement at the meeting. Workshop will: • Discus future management questions related to coastal ecosystem monitoring • Discus expected user needs and • Based on user needs develop base conceptual models and discuss FEC´s • Discuss synergies with other CBMP groups – Hope to have SG members from the other groups at the meeting.
