WHAT DOES IT TAKE Citizens’ discontent threatens elected government stability to stabilize the elected government in the world’s most dangerous place? The Pakistan Government must provide the missing basic human services. Our 6 week on the ground mission in Pakistan revealed four urgent problems of the citizens and businesses: ELECTRICITY 12 -14 hours without electricity everyday 1 JOBS A quarter of the national productivity is lost due to the energy crisis 2 FOOD 24% of all food is wasted due to inability to process and preserve from lack of electricity 3 WATER 200, 000 Children under age 5 die each year from bad water 4 1 Source: Pakistan Press International Source: World Bank Study “Least Cost Development Program for Pakistan Power Sector” 3 Source: Pakistan Minister of Foreign Affairs 4 Source: United States Agency for International Development and the World Health Organization 2 Confidential Business Information - United States Government Access Only 5

Citizens’ discontent threatens elected government stability ONLY 25% APPROVE of the elected Pakistani Government Without immediate solutions the elected government may well fall, not from external enemies, but from the internal pressures of a government that simply does not work for the people. Citizen Sentiment Toward Government 1 25% Dissatisfied Satisfied 75% Electricity Protest 2009 Pakistani protesters march in a rally against the electricity shortage in Lahore on July 12, 2009. Pakistan has experienced severe electricity outages across the country since early 2008, with an increasing number of blackouts in Islamabad and Karachi, which authorities have blamed on a lack of water for hydropower facilities. Critical Issues Facing Pakistan PAKISTAN ENERGY CRISIS Summary Electricity Deficit = 4, 000+ Megawatts

Critical Issues Facing Pakistan PAKISTAN ENERGY CRISIS Summary Electricity Deficit = 4, 000+ Megawatts 12 -14 Hours everyday without electricity as a result of “unplanned load shedding” Inability to process and preserve food due to lack of electricity Electricity deficit will only increase with no practical or viable short/mid-term projects on the table. Water Shortage = 29, 000 Gallons per Day 1 Every year 3 million Pakistanis get sick with water-borne diseases such as diarrhea, hepatitis and typhoid. More than a million of them die, including 200, 000 children under age 52 38. 5 million people lack access to safe drinking water 3 The World Bank warns the very viability of the nation is at stake. Gas Shortage = 1, 000, 000 Cubic Feet per Day Pakistan Petroleum Secretary, Mahmood Salim Mahmood, says the gap between gas demand supply stands at around one BCFD (billion cubic feet per day). A plan to import gas from Iran through a proposed pipeline would, at best, materialize in four to five years. 4 Oil Import Capacity Deficit = 6, 000 Tons Per Year Existing oil imports exceed existing import terminal design capacity of 9 Million Tons per annum (MTPA) 1 Karachi Pakistan alone 2 Source: Laura Lynch, Public Radio International, www. pri. org 3 Source: M. Integrated Energy Plan INTEGRATED ENERGY PLAN To overcome any nation’s energy crisis, they must have an Integrated Energy Plan which balances all available energy resources with the energy needs of the country. The World Bank has funded an Integrated Energy Plan for Pakistan based on “Least Cost Development” to provide the cleanest, lowest cost, sustainable energy to the Pakistani citizens. To overcome Pakistan’s Energy Crisis, we must first start with the existing raw energy deficit, determine how the energy will be converted and supplied to the end user. This project has been developed within the World Bank’s Integrated Energy Plan for Pakistan. Confidential Business Information - United States Government Access Only 21
