MSGP Overview • Funded from GEF Regional Caspian projects • 1 st three grant rounds administered by World Bank (2001 -2004) • 4 th and 5 th grant rounds by UNDP from CEP PCU in Tehran (2004 -2006)

MSGP Objectives • Fund small-scale and pilot projects for tangible impact • Address key environmental problems • Help develop capacity – technical, managerial • Transboundary, replicable, innovative

Eligibility • Legal entity in one of the five Caspian states – Government agencies • National, Provincial, Municipa – Institutes – NGOs – private companies

Terms • 100% matching from the beneficiary – Minimum half as cash • Grants ranged from $10 K-$100 K in rounds 1 -2 -3 • $5 -50 K for 4 th and 5 th rounds • 1 -year implementation period

Selection Process • Technical and Administrative Review • Evaluation Committee – 5 Caspian National Focal Points – Caspian Program Coordinator – CEP International Partners: UNDP, Tacis, World Bank • No pre-allocation by country or topic

Rounds 1 -2 -3 • 16 MSGP projects funded • Over $900 K • Leveraged an additional $ 1 M+ in counterpart funding • Over $2 M in total project value
