7 FINDINGS (1) RELEVANCE • Strategy of intervention relevant when the programmes were prepared; • Geographical scope questionable (Carpathian region split between two programmes with different requirements). EFFICIENCY Implementation adversely affected by the economic crisis and the conflict in Ukraine; Weak project design; lack of sufficient links between activities & results at programme level; Delays resulting from specific national procedures and weak understanding of EU procedures (UA partners), but learning curve; strong support of JTS/BOs. EFFECTIVENESS • Overall, planned outcomes delivered, yet limited contribution to the renovation/upgrading of infrastructures; • Many effective cross-border partnerships, yet example of serious financial issues between partners. 8 FINDINGS (2) SUSTAINABILITY Most projects were carried out by partners who are well embedded locally and developed a solid partnership during implementation, which persisted after the end of the projects; However, most partners rely upon new ENI-CBC funding to maintain the durability of the projects’ results. IMPACT • Enhanced capacity of beneficiaries in partner countries, which are now better equipped to implement projects and even take the lead; • No obvious impact on socio-economic development; • Some impact on cross-border contacts, however limited by persistent difficulties to cross the borders. ADDED-VALUE • Without ENPI CBC, it is unlikely that the interventions would have been carried out, given the small variety of programmes available for CBC and their limited funding possibilities. 9 RECOMMENDATIONS • • • Consider revising the geographical scope of the programmes (e. g. countries or eligible areas) in order to maximise the impact of CBC contributions in tourism development in the Carpathian region; Programmes: harmonise requirements and strengthen performance frameworks to enable better monitoring; Greater emphasis on OVIs, impact and sustainability during project selection (evidence of exit strategies and clear impact); Consider greater JTS monitoring and involvement in the resolution of disputes between partners; Consider securing enhanced funding for the construction/renovation of tourism infrastructure; develop better links with the Neighbourhood Investment Platform and favour blending in order to maximise impact.
