Overall Project Status Overall Rating: Alert Health Factor Schedule Budget Scope 4/14/2014 Rating Comments Alert CAI has assessed the schedule as needing immediate attention. Based on the February’s 2014 SPI and YNHHS resources assigned to the project, implementing in November 2014 is not realistic. Attention At the end of March, the project was running a positive variance of $303, 587. Deliverable 6 is late and is budgeted for $107, 609; therefore, the variance is $195, 978. Because of the delays to date, it is estimated the project would not be completed until end of February 2015; thereby exhausting the DSHS budget. Attention Deliverable 4 - Refine Requirements and System Architecture, defines the scope as currently agreed to by DSHS and YNHHS. Although the architecture for the Functional Test Environment is now completed and approved, there was a lack of a common understanding. As a result, changes were made that were not accounted for. Furthermore, the architecture, systems design, and detailed tasks for the investigator module, interfaces and legacy data conversion have not been completely defined. Prepared by CASE Associates Inc. Open Recommendations 8. Provide designs – DSHS and YNHHS need to complete the systems architecture and systems design for all remaining logical and physical aspects of the system immediately – DSHS should consolidate and log the minutes that reflect their business rules. This will provide evidence of design rules for testing, in case there is a discrepancy. – DSHS should also specify what it requires in the form of technical documentation and reflect this in the Deliverables management n plan. – YNHHS should indicate in its design documents what requirements are being met with the code that is delivered to provide traceability and consistency with testing. 4/14/2014 Prepared by CASE Associates Inc. Open Recommendations 9. DSHS and YNHHS need to conduct a re-plan. – – – DSHS and YNHHS needs to conduct a complete re-planning of the remaining work. Assess and identify the resources needed based on the architecture and systems design The plan should provide a level of transparency that provides DSHS the assurance that it is reasonable and that YNHHS will commit to these resources 10. Logistics for the recommendations #8 and #9 – – 4/14/2014 It may be best to have YNHHS be on-site until the architecture and systems design is complete. To complete open recommendation #9 requires the core team to make resources commitments.
