CDB HOUSING SECTOR POLICY and STRATEGY Outcome Statement: enhanced capacity of BMCs to promote sustainable and affordable housing solutions for poor to lowermiddle income households in rural and urban communities.
CDB HOUSING SECTOR POLICY and STRATEGY PILLAR 1 – Promoting good governance within national housing sectors through institutional and regulatory development and capacity building • support development of standard housing definitions, housing data sets and performance indicators; • support measures to reduce regulatory and procedural barriers that constrain affordable housing production
CDB HOUSING SECTOR PILLAR 2 – Improving BMC housing delivery systems in urban and rural communities and their resilience to climate POLICY and change and disaster risk STRATEGY • support development of environmentally sustainable housing • support BMC efforts to increase housing resilience to the impacts of climate change and natural hazards • promote development of mixed-income, mixed-use and inclusive housing solutions
CDB HOUSING SECTOR POLICY and STRATEGY PILLAR 3 - Supporting the provision of sustainable and affordable housing solutions • Support joint ventures with private sector entities for the benefit of poor to lower middle income households; • Support accurately targeted housing subsidies for poor to lower middle income families; • form partnerships with national and international entities whenever possible in support of mutually agreed housing goals

Some Specific Actions § creating a set of guidelines/criteria to assess housing demand affordability; § providing a tool-kit with detailed information to easily build, retrofit or rebuild typical houses to make them resilient to climate change; § supporting regional workshops / online fora for BMCs to share best practices and improve capacity in the housing sector; § on-going Information, Education and Communication (IEC) programs to build awareness of all aspects of housing, e. g: § § § climate change and disaster preparedness informal settlements approaches to financing
Potential Capital Projects § programmes to empower communities to engage more actively in design, planning and maintenance of their homes and neighbourhoods, ensuring that social welfare and protection, gender, the disabled, elderly and youth are represented; § formalisation of land tenure in unregulated housing areas and resolution of issues related to access to sustainable housing and services, and the provision of community facilities for upgraded areas; § development of social housing units with particular regard to the vulnerable and disadvantaged groups § direct provision of housing for those in dire need following a natural disaster § pilot projects specifically designed to test /demonstrate the advantages of green building.
