What is resilience? Definitions IPCC definition: The capacity of social, economic and [ecological] systems

What is resilience? Definitions IPCC definition: The capacity of social, economic and [ecological] systems to cope with a hazardous event, trend or disturbance, responding or reorganizing in ways that maintain their essential function, identity and structure while also maintaining the capacity for adaptation, learning and transformation. Psychological/socio-ecological definition: The ability of groups or communities to cope with external stresses and disturbances as a result of social, political, and environmental change. The ability of a person or group to recover from adversity to continue projecting the future. Environmental definition: The ability for ecosystems to absorb disturbances, without significantly altering their structure and functionality characteristics; being able to return to its original state once the disturbance has ended. 13 CARE’s definition: The capacity to deal with shocks and stresses, manage risk and transform lives and systems in response to new hazards.

The rationale behind CARE’s definition: - Important to not limit resilience to the capacity to go back to its initial state (maintain its identity/functions) but include also the capacity to transform lives and systems. - Important to adress all types of shocks and stresses. CARE aims to focus on shocks and stresses that affect groups that exceed individual or household levels. 14
