Background • Development rates have increased by approximately 25% in the last 3 years. • All areas involved in growth area planning started to come under pressure. • Council resources in Engineering are not specific to growth areas. • Cardinia’s growth area is approximately 15% of the whole municipality. Pressure on Functional Layout Plan (FLP) Process • Average turn around time for a response for FLPs was 30 days. • 3 staff assessing FLPs within the organisation, but growth areas was only part of their job description. Cardinia Shire Council 4
Funding for Functional Layouts Plans • Cardinia Shire was successful in receiving funding for a resource to assist in the assessment of functional layout plans. • Contracted an engineer from Council’s professional services list. • Approximately 2 -3 days work a week. • Turnaround times reduced from 30 days to 20 days.
