CAPER “MUST DOs” (As provided by HUD’s Office of Block Grant Assistance) Complete the below checklist before creating the CAPER ü Ensure AAP is marked as “Review Complete” üEnter all amendments in IDIS, submit and ensure marked as “Review Complete” üEnsure AAP includes correct projects (associated with activities AND correct PY) üEnter all accomplishments data in IDIS 3
Data Analysis • Run your HUD reports àPR 03 – CDBG Activity Summary àPR 22 – Status of HOME Activities àPR 26 – Financial Summary • Look for Accomplishment Data w/o Goals àIs the matrix code aligned with the Goal Indicator? àDo you have legitimate accomplishments that occurred during the program year, but are not associated with current goals? 4
Explain the Year • Highlight the successes and “opportunities for improvement” Ø Why didn’t you hit your annual goal and will you make it over the course of your 5 -Year Conplan? Ø What helped you successfully complete the goals you accomplished? • Write in-depth about activities undertaken that are not associated with a numeric goal Ø Co. C activities are important, so write in-depth about activities undertaken Ø Collaboration with other cities or the local PHA 5
Use the Narrative Sections • Write about changes made that may affect the way a goal is reported Ø Households vs. Individuals • Non-HUD funds leveraged to meet overall Con. Plan Goals Ø Do you have other money that helps low-tomoderate income persons? • Activities undertaken that HUD may not know about that still help meet the need of your residents 6
Summarize your Accomplishments with Pictures • Give your residents a quick snap early! • Let pictures speak for what will not be read. 7
