3 Project 1: A national open learning system for TVET College Lecturer development The broad outcomes of this project are twofold: Develop two professional programmes for TVET College lecturers that are available on a National Open Learning System; and Develop the capacity of participating universities to provide professional training for TVET college lecturers in teaching and learning using effective Open Learning modalities and pedagogies.

Project 1 Activities § Develop a prototype of a learning management system for open learning, and a draft implementation strategy for open learning in PSET. § Develop a robust, contextualised (both for infrastructure and for human needs and challenges) learning management system for open learning. § Identify two modules/courses for TVET lecturers for implementation on the open learning system. § Develop two programmes which meet open learning principles, and are designed in such a way that lecturers are able to remain at their posts in the College while accessing the learning programme.

5 Project 1 Activities (contd) Two programmes and their components will be available on open learning system and ready to be offered by one or more universities. Develop institutional (university) capacity to deliver programmes/courses in the proposed programme areas. Develop a cadre of open learning materials/ course developers in universities to be employed to continue the development of open learning materials for the open learning system. Develop a national network of universities supporting open learning through sharing, capacity building and collaboration.

6 Project 2: Case Studies This component sees the collecting and publishing of case studies on the application of open learning in post school education and training. Case studies will be collected, conducted and published in support of the implementation of open learning in PSET. In addition, a national Open Learning Conference will be held to present the case studies to the wider PSET sector. Project 3: Impact Assessment Monitoring and evaluation activities for impact are an integral part of the project, including: regular monitoring of project activities a mid-term impact assessment, and an end-of-project impact assessment

7 Additional projects Technical Assistance 1: Study Tour of Malaysia, including attendance at the Eighth Pan Commonwealth Forum on Open Learning in Kuala Lumpur (Nov/Dec 2016) Technical Assistance 2: Introductory workshops on Open Learning for Colleges and Universities (24 and 25 April 2018); and 3 cycles of 2 -day Capacity-building Workshops in each province (27 in all, starting 2 May 2018, ending April 2019) Technical Assistance 3: series of internal workshops updating DHET staff on e-learning, OERs, etc. Open Learning Policy Framework for PSET (public comment process complete) Scan of legislative and policy environment (To.
