Where does SSP come from? • ICAO, the International Civil Aviation Organization now requires

Where does SSP come from? • ICAO, the International Civil Aviation Organization now requires member countries to establish a State Safety Programme. • The details of the programme are defined in ICAO’s Annex 19 Safety Management. This is a part of a set of Standards and Recommended Practices (SARPS) that will help improve global aviation safety. • The Programme defines how the States (countries) will manage safety throughout their civil aviation system. 2022 -01 -25 3

Canada’s State Safety Programme (SSP) • SSP is a set of standards and activities that aims to improve aviation safety by being more proactive as opposed to reactive. • The programme describes how the different States (countries) will manage safety throughout their aviation system. • TCCA is the lead for SSP, but many players have a role (e. g. , TSB, industry groups, NAV Canada, etc. ) 2022 -01 -25 4

What are the benefits of Canada participating in SSP? • The reason Canada is participating in SSP is simple. We know that our skies and airports are getting busier. • If we want to maintain our world class civil aviation safety reputation, we need to enhance and integrate the aviation system. • As Canada has a fairly mature aviation system already, SSP helps connect the dots on existing processes (e. g. safety data and information) while helping identify future gaps or potential risks. 2022 -01 -25 6

Using Data • Aviation is evolving beyond reacting to accidents, moving to anticipating and mitigating safety risks before they happen. • The programme will leverage safety data to better inform civil aviation safety experts so that they can be more proactive. • Ultimately, SSP will establish a safety culture where information is freely shared in the best interest of the civil aviation system. 2022 -01 -25 7

How will Civil Aviation Partners be Involved ? • Transport Canada civil aviation is the lead organization responsible for coordinating SSP and will do on-going maintenance of the programme. • With SSP, one of Transport Canada’s roles in the programme is to facilitate collaborative sharing of safety performance data and risk- factors.
