Page 10. “Removing sand from Casa Beach as part of the project is not expected to accelerate any southward movement of sand within the littoral cell from existing rates, and therefore, would not result in increased erosion on northern beaches or bluffs. ” Page RTC-135. The study need not include quantified evaluation of erosion rates, including computer modeling, to adequately inform analysis of the project’s impacts. The Army Corps of Engineers Draft EIR Comments. “During our October 10, 2008 meeting, we encouraged the City to prepare a joint CEQA/NEPA document. . . ” “By not preparing a joint document, the Corps will need to independently explore and evaluate all reasonable alternatives to the proposed action (which may differ from those in the EIR). . . ” “We encourage the City to reconsider its decision to prepare and to finalize a separate EIR and pursue a joint document with the Corps. . . ” "Third party contract" refers to the preparation of an EIS by a contractor paid by the applicant but who is selected and supervised directly by the Corp's Regulatory Division. Therefore, by not pursuing a joint document, the City will need to expend additional monies for the Corps' preparation of an EIS. "

Due to your anticipated need for ongoing sand removal at Casa Beach, it appears you also anticipate continual replenishment of sand at Casa Beach. What is the source of the replenishment sand? How would the adjacent beaches and bluffs be affected? "
