California Energy Commission Supporting the IEPR. . . the California Energy Commission is directed by California Public Resources Code (PRC) Section 25301 to conduct regular assessments of all aspects of energy demand supply, i. e. , the Integrated Energy Policy Report (IEPR). PRC Section 25301[a], the Energy Commission may require submission of demand forecasts, resource plans, market assessments, related outlooks, individual customer historic electric or gas service usage, or both, and individual customer historic billing data, in a format and level of granularity specified by the commission from electric and natural gas utilities, transportation fuel and technology suppliers, and other market participants.
California Energy Commission Who Must File • LSEs whose annual peak demand in the last two consecutive years exceeded 200 MW. • This includes utility distribution companies (UDCs), energy service providers (ESPs), community choice aggregators (CCAs) – UDCs - Forms 1 through 6 and Form 8 – ESPs - Forms 7 and 8 – CCAs - 7. 2 and 8. 1 a (POU/CCA)
California Energy Commission Schedule • October 27, 2016 – Comments on draft F&I due • December 14, 2016 – Internal business meeting adopting F&I • January 17, 2017 – Adopted F&I posted • May/June 2017 – Preliminary CED 2017 Forecast Workshop • Early December 2017 – Revised CED 2017 Forecast Workshop
California Energy Commission Deadlines • February 13, 2017 – Sales 1. 1 a, Load shapes 1. 6 c and 1. 6 d, and PV Interconnection 1. 8 • April 17, 2017 – Forms 1 -7 • June 5, 2017 – Form 8 Retail rate and price forms • LSEs that require additional time may request an extension by submitting a written request to the Executive Director of the Energy Commission
California Energy Commission Changes for 2017 • Forecast time horizon for 2017 IEPR is 2018 -2028 • Form 1. 6 d (IOU/POU only) now requests average 15 -minute increment electric demand for retail non-residential customers • Form 1. 6 c, residential load shapes will continue • CCAs are asked to provide additional detail on forecast methodology and budget and cost projections using Form 4 as a guide
