CACFP Income Eligibility Applications (IEA) Presented by the Child Care Resource Center
Eligibility Determinations Each child enrolled in your CACFP must be classified as free, reduced, or paid. This is based on their family income and family size.
What is an IEA?
What and Why? ‣ This requirement is based on Federal regulations ‣ Annually the CCRC is required to determine eligibility for children as Free, Reduced-Price or Paid ‣ The higher the percentage of participants at a CACFP site with Free/Reduced eligibility, the higher the reimbursement rate for meals and snacks served and claimed at the site.
Income Guidelines ‣ Each July the Federal government sets the income guidelines for eligibility categories: ◦ Free - Low-income households ◦ Reduced-Price - Households with slightly higher income ◦ Paid - Households with incomes above the Reduced-Price guidelines
Income Eligibility is based on: ‣ Household size and income ‣ Categorical eligibility: Ohio Works First (OWF), Supplemental Nutrition Assistance Program (SNAP)

Confidentiality All Eligibility documentation is CONFIDENTIAL! Only the person in charge at the center, CCRC-CACFP staff or auditors have access.
Your responsibility: Distributing & Collecting IEAs ‣ Centers must include IEA and Letter to Households in enrollment material ‣ Distribute IEA and Letter to Households to families annually ◦ The CCRC must receive renewing forms by the beginning of the month that the old form expires in ◦ Use Minute Menu reports and tools to ensure you have completed forms for all enrolled children ‣ Collect completed and signed IEAs from families ‣ Ensure the IEA is completed correctly ‣ Submit IEAs to CCRC
Completing an Income Eligibility Application (IEA) Parts 1, 2 and 4 ◦ ◦ ◦ Children’s information SNAP or OWF number Signature of adult household member OR Parts 1, 3, and 4 ◦ ◦ ◦ Children’s information Household size, income amount, and frequency Signature of adult household member
How to Know if an IEA Completed Correctly Parts 1, 2 and 4 OR 1, 3 and 4 are completed Correction fluid or tape is not used on the document, changes are initialed by parent/guardian Social Security Numbers are listed for each household member listing income The date and signature of the parent/guardian is not been altered If a valid SNAP or OWF case number is missing, family income must be listed The number of people residing in the household is added correctly DO NOT complete the “this section to be completed by center” box. It is to be completed by the CCRC.
CACFP IEA Record Keeping Copies of forms must be kept on file for three years plus the current fiscal year at your center Original forms will be kept on file at CCRC for three years plus the current fiscal year
Submitting the IEAs Center sends a copy to CCRC by: ◦ Fax – (440) 960 -7191 Attention: CACFP Center Enrollment ◦ Email – centercacfp@ccrcinc. com Center mails original to CCRC with monthly claim information
How IEAs are approved IEA form completion is voluntary for the family CCRC will review, approve, sign and date IEA Only complete IEA can be approved as Free or Reduced-Price-eligible Incomplete forms must be approved as Paid The center and/or the CCRC may not complete Part 2, 3, or 4 for families
