The Dream "One-of-a-Kind" Youth Center • 1946 -- Greater Los Angeles Area Council, Boy Scouts of America ("GLAAC") commenced training and activities for youth at Cabrillo Beach site, operating out of tents and military WWII Quonset huts and trailers • 1982 -- GLAAC leadership, with a coalition of City and Port of Los Angeles officials, civic and business leaders, and others, launched the "unique" concept of state-of-the-art Cabrillo Youth Center – 30 -year ground lease between GLAAC and Port of Los Angeles for the "construction, operation, maintenance and management of a nonexclusive youth camp facility“ – Capital campaign by GLAAC -- $3. 6 million raised, with Steven Spielberg a lead contributor • 1987 -- Dedication of new Cabrillo Youth Center 3

GLAAC - POLA LEASE • 1982 -- 30 -year ground lease • 1982 -present – LAAC invested over $3. 6 million to construct CYC – LAAC/GLAAC operates CYC at an operations and maintenance cost of more than $600, 000 per year, and over $300, 000 per year in volunteer services • 2012 -- Lease expired • 2013 -present -- lease holdover status – Affects fundraising, programs, attendance and revenue – Reduced funds available for operations and maintenance • 2014 -- POLA issued RFP for lease proposals • 2015 -- LAAC responded to RFP – Supported by 115 signatories to letters of support, including, in addition to Boy Scouts, Girl Scout leadership, U. S. Coast Guard, U. S. Customs and Border Protection, Department of the Air Force, 4 -H leadership, and local residents 10
GLAAC - POLA LEASE • 2016 -2017 -- POLA and GLAAC develop broad lease renewal terms, including – Expanded youth and community service – "Permitted uses" broadened from "a non-exclusive youth camp facility" to • "primarily a youth-serving facility, " and • also a community center providing access to public and private groups, • at fair and reasonable rates – GLAAC to provide services to youth and community at no cost to POLA or City – GLAAC to establish an "Advisory Committee, " including POLA, Neighborhood Council, and community representatives – Facilities may be made available for meetings, receptions, and banquets, when not in use for youth and community activities 11
