Reports VICE CHANCELLOR’S REPORT • ‘The Demand Driven University System: A Mixed Report Card’; Performance-Based • Tertiary Education Quality Standards Agency Amendment (Prohibiting Academic Cheating Services) Bill 2019 and Risk Report; • (ANU) serious data breach –to share the lessons learnt with other Universities; • Academic Ranking of World Universities subject rankings. • Response to query on how the 1000 scholarships of $15 K for regional and remote students would be allocated CAB REPORT • The Report was taken as read and noted. Professor Naylor highlighted the Innovative Research Universities (IRU) Senior Leaders Forum, recently held in the Northern Territory, and the discussions held on the need to be mindful of relations with China, in view of the trade war and geopolitical issues.
REPORT FROM CHAIR OF THE EDUCATION COMMITTEE • Significant amount of work completed on updating student-facing policies, which would be provided to the Education Committee and Academic Board in due course; • The Communities of Practice (Co. P) presented by Dr Lynch and A/Professor Dinan-Thompson at the Education Committee meeting (4/19), held on 8 July 2019 and the initial three Co. Ps that would be developed around teaching excellence, assessment and technology; and • Update on the roll-out of Phase III of the Digital Transformation Project, noting that there would be some outlier subjects until 2020 but these were where it referred to whole courses. An update would be provided to the Vice Chancellor’s Advisory Committee meeting (12/19), scheduled for 4 September 2019. REPORT FROM CHAIR OF THE RESEARCH COMMITTEE • No Research Committee meeting held to report on.
ACADEMIC BOARD – 2019 PERFORMANCE MEASURES – KPIS (KEY PERFORMANCE INDICATORS) AND PIS (PERFORMANCE INDICATORS) – MID-YEAR RESULTS • Domestic Fee Paying Commencing Student Load (EFTSL) in tropical Australia. This was an ambitious target and included JCU Online (Keypath) results that would not grow as strongly as predicted (off the back of better than expected growth in 2018); • Total Undergraduate student retention (percentage) in tropical Australia, based on trends, was unlikely to meet its target. Professor Bull was undertaking work in this space and would provide a presentation to the Board in due course; • Research income was red and below target by more than -5%. An update was expected at the next Research Committee meeting; • Publications were below target by less than -5% and the Divisions were reviewing the quality of publications not just volume. The publications that were in the top 10 percent were high quality and time wasted publishing in Level C publications for little benefit; • Commonwealth Supported Places (CSPs) were amber (under target) and JCU had always been short on the Commonwealth Supported Places in the post graduate sphere; and Strategies were required, to achieve targets, in those areas currently not meeting targets. Question to VC regarding Commonwealth Supported Places (2017 level) caps - Federal Government had allocated $80 million Growth funding 2020
PROPOSED CREATION OF A NEW CAMPUS ONLINE - FOR USE WITH ONLINE-EXTERNAL COURSES RESOLVED: 1. that the reservation of the proposed campus name of ‘JCU Online’, for subjects or courses offered in Online or External mode, be approved; and 2. that addition of the proposed new definition of ‘Campus’, to the JCU Policy Glossary, be approved. New policy definition for consideration: • Campus: is a physical or virtual site or location where courses and subjects are undertaken. It usually refers to on-campus, external/online and mixed (combination) including virtual learning environments (such as Learn. JCU).
STUDENT ADVISORY FORUM REPORT – DATED 17 MAY 2019 Key themes emerged which saw the establishment of Students as Partners Projects: 1. Transition and Preparedness for University 2. Technology Enabled Learning 3. Peer to Peer Programs 4. Student Representation at JCU 5. Multi-mode Communication 6. Proactive Health and Wellbeing Initiatives 7. Career Development and Work Readiness

Academic Promotions Policy v Working party undertook industry-wide survey seeking feedback on current Academic Promotions processes v Survey results together with Athena SWAN actions, APDF, Broderick Review and other strategic business drivers are also the drivers for the Policy revision v First draft presented to VCAC which generated great discussion and provided insightful feedback v Further amendments to the draft are required prior to broader consultation across JCU v Upon finalization of the policy, the procedures and processes will also be updated throughout 2020 -2021 APDF
