Major Edits: Presentation, Discussion, Voting (Today!) ● We have four topics: Voting, Nomination of officers and term limits, Executive committee, & Purpose ● We will present different models and then we have 5 minutes for discussion ○ We will really limit the discussion to those 5 minutes. ● Then, we will need to vote on the model we would like to have in our by-laws ● After this meeting, we will make the changes in the by-laws language according to how we voted.
Voting: Model 1: The model we have now ● Each division has 2 senators, each division gets one vote ● Very small divisions have the option to join larger divisions to be represented in AS ● Strengths: It’s what we are already doing ● Weaknesses: Division senators have to agree; as it is we aren’t really using the one-vote-per division system when it comes to voting
Voting: Model 2: The model we have now, modified ● Each division has 2 senators, each senator gets one vote ● Very small divisions have the option to join larger divisions to be represented in AS ● Strengths: It’s similar what we are already doing ● Weaknesses: Division senators do not have to agree; as this is what we are actually doing when we vote now
Voting: Model 3: Full-time faculty count ● ● Divisions that include nine tenure-tenure track (9) or fewer faculty may join another division, by mutual choice, for purposes of representation. Each division shall select their Senator(s) according to the following formula: ○ One senator per one (1) through nine (9) full-time faculty of the division. ○ Two senators per ten (10) through nineteen (19) full-time faculty of the division. ○ Three senators per twenty (20) through twenty-nine (29) full-time faculty ○ of the division. ○ Four senators per thirty (30) through thirty-nine (39) full-time faculty of ○ the division. Strengths: Easy to calculate full-time head count for divisions, easier voting in AS, this is the model many other colleges use Weaknesses: Senators must be present, large divisions get more votes, does not include adjuncts in headcount
Voting: Model 4: Total full-time and adjunct head count for each division ● ● Divisions that include nine tenure-tenure track (9) or fewer faculty may join another division, by mutual choice, for purposes of representation. Each division shall select their Senator(s) according to the following formula: ○ One senator per one (1) through nineteen (19) adjunct and full-time faculty of the division. ○ Two senators per twenty (20) through thirty-nine (39) adjunct and full-time faculty of the division. ○ Three senators per forty (40) through fifty-nine (59) full-time faculty of the division. ○ Four senators per sixty (60) through seventy-nine (79) full-time faculty of the division. Strengths: Includes part-timers and full timers, easier for voting in AS, similar to models used by other colleges Weaknesses: It is very hard to get this head count from the divisions, senators must be present to vote, large divisions get more votes

ARTICLE V – Elections and Terms of Office Section 1 Elections D. Executive Committee Senators 1. Elections for the two Executive Committee Senators will be held in May. 2. Executive Committee Senators are nominated and voted on by the Academic Senate.
ARTICLE V – Elections and Terms of Office Section 1 Elections E. Nominating Committee and Responsibilities 1. The nominating committee shall consist of the immediate Past Senate President who is still faculty. Vacancies on the nominating committee may be filled by appointment of the Senate President, subject to approval of the Senate. 2. The nominations for President, Vice President, Secretary, Treasurer, Chair of Curriculum Committee, Chair of Educational Policy Committee, Chair of Professional Personnel Committee and the at-large CTE Senator shall be made by the nominating committee. a. All nominees for President must have served on an academic senate (at Skyline College or at any other accredited academic body) for at least one academic year in the last ten years.
ARTICLE V – Elections and Terms of Office Section 2 Terms of Office, Resignations & Vacancies A. President 1. The term of office shall be two (2) academic years. 2. The President shall be limited to two (2) consecutive terms. They shall have the option of running again after a break of at least one term. 3. A President who resigns during their term shall be replaced by one of two options: a. Conduct an election within 30 days of the vacancy becoming known. b. Appoint the Vice President or Immediate Past President to serve as President for the remainder of the term.
ARTICLE V – Elections and Terms of Office Section 2 Terms of Office, Resignations & Vacancies B. Other Executive Officers 1. The term of office shall be two (2) academic years. 2. Executive Officers shall be limited to two (2) consecutive terms in one office. They shall have the option of running again after a break of at least one term in that office.

Division senators who resign their term shall be replaced in a timely manner by their divisions. a. Divisions senators missing more than three senate meetings or a total of five total meetings in an academic year representation will be considered to have resigned their seat. Their division then has the responsibility to replace the senator.

Executive committee (main function Dec-Jan & May - August) Currently our By-Laws says: Other Proposed Model (Current Pilot? ): “The Executive Committee shall consist of the President, Vice President, Secretary, Treasurer, Past-President and two senate members voted on by the Senate. ” Executive officers (President, Vice President, Secretary, Treasurer, and Past-President) & standing committee chairs (The Curriculum Committee, The Educational Policy Committee, and The Professional Personnel Committee). However, currently we do not have two senate members who were voted on by the Senate in the executive committee, so we aren’t operating by the by-laws.
Duties of Executive Committee Currently in our By-Laws: 1) The Executive Committee shall meet as necessary in January and during the summer after the last Senate meeting of the academic year to the first Senate meeting of the following academic year. 2) The Executive Committee shall: 1. Assist in implementing Senate decisions and policies 2. Assist in drafting motions. 3. Assist in making decisions with the President when the Senate is not in regular session outside the Academic Calendar. Amend the By-laws to Current Pilot: 1) Meet as necessary (same #1) 2) Same #2 3) Meet twice monthly to set the agenda for Academic Senate Meetings
Academic Senate’s Purpose Examples Cosumnes River College Mt. San Antonio College ● To provide the faculty with a formal, representative voice on matters affecting the operation and welfare of the college. ● To study and recommend policy on comprehensive issues in higher education particularly as they pertain to the function and objectives of the community college. ● To promote communication, engagement, and mutual understanding among all constituencies of the Cosumnes River College community. ● To select critical issues for research and discussion, and to provide ample opportunity for serious deliberation on broad questions of educational philosophy. ● To recognize the Mt. San Antonio College Faculty Association in its role as an instrument for the implementation of college policy in faculty matters.
