Guidelines for school governance are authorized and directed by higher administration represented by MOE 3. Communication goes in a top down direction 4. Task specialisation among employees 5. Understood and embedded rules and regulations that govern decisions
* Bureaucratic organisational management What is the intent/ objective? To keep decision making with a central authority, maximize rational decision making and increase efficiency in the system.

SLS used to describe contemporary schools because they have : Closed systems o Hierarchical(ranked) structure o Division of labour ( based on specialisation) o Written rules and policies Open systems o Interact with the community – socially & through programs o Teachers are in control in their classrooms o There is site based management – curriculum, teacher recruitment & promotion, student placements. *Schools as a selective linkage system (organisational structure of schools today)
