BUILDING SUSTAINABLE COMMUNITIES Framework & Action-Research Initiatives
A Framework of Developing Sustainable Communities (SCD) • Developed jointly by DIA, MSD, CYF and CEG • Based on NZ and overseas experience and research • Discussion paper approved for release by Steve Maharey Nov 2002 • 2003 DIA initiated an SCD framework implementation project • LARPs and Sustainable Communities project • Further work led by MSD on whole of government framework & strategy re sustainable communities

What is a Community? A network of people & organisations bound together by factors such as… Ø Shared identity, culture and/or whakapapa – eg. hapū/iwi or ethnic group Ø Common geography, locality, place Ø Administrative or political arrangements Ø Similar interest or kaupapa eg. voluntary organisation, Māori community group, online “virtual community, ” work
What is a Sustainable Community? Ø Maintains carrying capacities (natural resources, cultural values, human and social capital, economy and built capital) Ø Considers future generations Ø Retains diversity (creativity, skills) Ø Balanced development - recognises interconnections of everything Ø Considers wider interdependencies Ø Community-owned, participatory

Sustainable Communities Project • A 3 -way partnership between CG, LG and Communities • Aims: a) engage with sectors and groups, expand the scope of current initiatives toward a truly sustainable community b) work as a catalyst and facilitator to engage parties & help mobilise resources, targetting key enablers of sustainble communities c) seek out and test appropriate models, tools & practices d) use the spotlight of the SDPOA to encourage CG and local government engagement & collaboration to support sustainable community outcomes (links to LGA 2002 outcomes process)

Sustainable Papakura Key Objectives Ø Creating partnerships with interested parties to help design & implement a participatory community outcomes process Ø Maximise engagement of all sectors of the local community and CG agencies in development of the sustainable community plan (LTCCP). Ø Achieving commitment from CG and other parties to identified community outcomes and their role in these Ø Undertake coordinated initiatives on priority SD outcomes (whole of community with possible locality projects)
