Building Reach Codes Advancing safer, healthier and more affordable homes June 2019
What is Peninsula Clean Energy? Peninsula Clean Energy is the official electricity provider for San Mateo County with cleaner and greener power at lower rates 2
Community Benefits Savings of more than $18 million/year for accounts across San Mateo County 233, 600 metric tons of carbon emissions avoided annually Emissions avoidance equivalent to CO 2 like removing 50, 000 cars from the road for one year 3
What are Reach Codes? • Local enhancements to state code • Adopted with current building code cycle • Current PCE initiative aimed at improved economic and energy performance • Addresses: Building electrification – reduced natural gas use Electric vehicle charging – increased EV readiness 4
Benefits of Reach Codes • Major economic value for residents • Safer and healthier homes – no combustion • Advance climate goals • Enable much greater EV adoption • Fiscal prudence – more cost effective to address at new construction Over $50 M/yr San Mateo Co “fuel” savings by reaching 45, 000 EVs in 2025 1 -2 tons CO 2 avoided per year for every home 5
Model Code Summary Code Element Building Electrification Electric Vehicle Readiness Approach • • • Provides 2 tracks for developers: All-Electric or Mixed-Fuel All-Electric (preferred) is less expensive, delivers more benefit Mixed-Fuel allows natural gas but has higher efficiency requirements Details vary by building segment High-rise multi-unit may not be available due to delays in CEC cost-effectiveness analysis • • Provides “plug and play” access to vehicle charging Provides for both Level 2 (dryer outlet power) and Level 1 (standard 110 v outlet) Single family Multi-unit dwellings include one “EV Ready” space per unit PCE will provide funding support for affordable housing to address EV measures 6
