COMMISSIONING PRINCIPLES Evidence that personalised interventions are more likely to achieve outcomes Support should remain in place throughout the beneficiary journey ideally by the same person Programmes based on aspiration, attitude and aptitude to enable excluded people to broaden their horizons and develop confidence Navigators and mentors to guide through available services, overcome obstacles and achieve goals Focus on deliverability with simple structures and processes enhanced by local networks and supply chains Those furthest away from the labour market experiencing ‘deep exclusion’ ‘ 2 for 1’ activities achieving twin goals or Social Value at the same time
Role and Requirements • Lead Partner NOT a Prime Contractor • Partnership Model- • named partners • relationships defined • BIG requires that all partners MUST be actively involved
Monitoring and Audit Before submitting the bid, ensure : • Partners’ roles and responsibilities • Project Activity and Management • Financial Management and audit requirements • Statutory Requirements • Document Retention (to 2030) • Cross Cutting Themes • Outputs requirements and recording • Evaluation and exit Strategy
Evidence & Claims Additional Documentation • Transaction list – all expenditure / timesheets, etc. • ESF audit will carry out a 10% evidence check Public Sector Procurement • Detail all purchases and procurement (tender for larger items) Asset Register • Detail all assets procured over £ 5, 000
