New England’s Renewable Requirements to Double Over the Next Decade • Planning process must accommodate new needs -- and continue progress on traditional needs • New power system needs: – Transmission and supply/demand resources to meet economic and environmental goals • Renewable Portfolio Standards • Regional Greenhouse Gas Initiative (RGGI) • Traditional power system needs: – Transmission and supply resources for reliability • Growth in peak and overall energy use • Reliance on natural gas generation/need for dual-fuel MA Restructuring Roundtable © 2008 ISO New England Inc. 2

Resources in the North • Majority of renewable resource potential exists in: – – – Northern Maine Northern New Hampshire Quebec New Brunswick Newfoundland Labrador • Northeast International Committee on Energy (NICE) – ISO-NE and New Brunswick System Operator (NBSO) developing inventory of renewable potential in New England Eastern Canada MA Restructuring Roundtable © 2008 ISO New England Inc. 7
Improved Planning Process to Help Achieve these Goals • FERC Order 890 requires improvements to regional system planning (RSP) process – Identification of economic needs – Requirement for economic studies (3 per year) – Process for prioritizing economic studies • Stakeholder working group to implement these improvements – Define the scope of economic studies – Develop criteria for prioritization – Consider factors for determining market efficiency upgrades • ISO/NECPUC/NEPOOL Steering Committee to guide working group MA Restructuring Roundtable © 2008 ISO New England Inc. 8
Improved Transmission Planning Process, Next Steps • Working group to convene first meeting in March – NECPUC considering cases for economic study within the region – NICE Committee considering options for increased imports from Canada • Goal is to create evaluation framework that can select the best transmission solutions for the region MA Restructuring Roundtable © 2008 ISO New England Inc. 9
