Our Values Brighton & Hove Inclusion Support Service values are rooted in a strong belief that all children and young people are able to achieve, make progress, learn and develop skills and knowledge to allow them to be active, successful and accepted members of their community. “Every child is within the reach of education. ” The core purpose of the service is: To improve the education, learning, development, mental health and well-being of all children and young people with additional needs in Brighton & Hove.

BHISS Service Delivery Model Schools and settings have link members of the BHISS which include educational psychologists, SEN specialist teachers & practitioners, primary mental health workers and family support workers. These identified staff form the basis of a team around the school. Prioritise involvement through Service Agreement Planning meetings with Headteacher and INCo/SENCo – personal and relationship-based Working together involves: • Consultation, advice & guidance • Assessment & identification • Coaching, modelling and teaching • Psychological, educational and therapeutic interventions • Training, research and project activities

Budget Context Funding Sources of BHISS DSG – High Needs Block £ 2. 297 m DSG – Exception funding £ 0. 199 m Council General fund £ 0. 377 m Services to Schools buyback – Literacy support service £ 0. 235 m Income from CCG and Public Health £ 0. 284 m Other income £ 0. 076 m Total Funding £ 3. 468 m • Inclusion Support Service now established for a year • Intention is to develop a greater traded services function in 2018/19 that offers good value for money to schools
Financial challenges facing BHISS • Exception funding for BILT ceased September 2016. Funding of £ 205 k previously held centrally for this service was returned to schools • Anticipated that existing DSG exception funding of £ 199 k unlikely to be approved by Schools Forum in autumn 2017 • All council services at risk of budget savings – BHISS has a saving of £ 200 k assigned in 2018/19
Funding for the Future • For 2018/19 seek to adopt a traded service arrangement • Need to define element of the service that will be traded • Viable model for the future – likely to require £ 400 k buyback across all schools • Method of charging to be determined
