Main points • In September 2016, the international community (UN) has made a new commitment for refugees and migrants through adopting a New York Declaration for Refugees and Migrants (NYD). • CRRF is just an implementing tool of the NYD. • Ethiopia, which has a long history of hosting refugees, has endorsed the NYD (CRRF) through providing 9 pledges. • to implement the CRRF, the Go. E: ü Has ratified a new refugee proclamation ü Has developed a 10 years NCRRS and ü Will develop national/regional action plans, guidelines, etc.

Introduction General overview of Refugees in Ethiopia • Ethiopia is now one of the largest refugee hosting nations in the world. • It is currently a home to close to 1 million refugees from around 20 countries (mainly from Somalia, Eritrea and SS).

Overview of FDRE’s 9 pledges • On September 19, 2016 the United Nations General Assembly (UNGA) adopted a set of commitments to enhance the protection of refugees and migrants. • These commitments are known as the New York Declaration (NYD) on Refugees and Migrants. • CRRF, an implementing tool of the NYD, is annex 1 of the NYD. • At the Leaders’ Summit, the Go. E has made 9 pledges in line with the NYD.
9 pledges. . . cont. . . • The Go. E has made a new policy shift to improve the lives of both the refugee and host communities based on the NYD. • The current refugee response management is based on a mix of three general policies namely: - Encampment, Out of camp, and Local Integration.

The 9 pledges can be grouped together under 6 thematic areas I-Out of Camp Pledge (OCP) II-Education Pledge III-Work and Livelihoods Pledges IV-Documentation Pledges V-Social and Basic Services Pledge VI-Local Integration Pledge 1 expand OCP to benefit 10% 2 increase enrolm ent into educati on 3 -work permit to refugees 7 -Civil regist ration, bank accou nt etc 8 -access to quality health and other social services 9 -Local integrati on for those who lived in camps for > 20 years 4 -priority to refugees in areas permitted foreign workers 5 - involving refugees in irrigable land (30%) 6 -invole refugees in industrial parks(30%)

OVERVIEW OF THE NEW REFUGEE PROCLAMATION • This Proclamation may be cited as “Refugees Proclamation No. 1110/2019. ” • Published on this 27 th February 2019. • The proclamation has 5 parts and 47 articles
New refugee proclamation The proclamation extends the rights of refugees in aspects related to: • The Right to Work----in the same circumstance as the most favourable treatment accorded to foreign nationals pursuant to relevant laws. • Refugees engaged in projects designed by Go. E and the international community to benefit both the refugees and hosting communities shall have equal treatment with Ethiopians.
New refugee proclamation • Right to Association----refugees have the right to association (non-profit making and non-political) in the same circumstances as the most favourable treatment accorded to foreign nationals pursuant to relevant laws. • Freedom of movement---refugees shall have the right to freedom of movement subjected to laws applicable to foreign nationals.

Overview of National Comprehensive Refugee Response Strategy (NCRRS) • To materialise the CRRF-9 pledges, the Go. E has come up with a ten years strategic plan. • The purpose is to gradually transform the refugee operation from humanitarian aid through encampment towards hosting refugees in village-style and developmentoriented settlements.

Core principles of NCRRS • Government led: The Government of Ethiopia will lead the refugee response. • People to people relationship: mutual coexistence among refugees, hosting communities and peoples of neighboring countries. • Collaboration and Shared responsibilities: involving a broad range of stakeholders

ROLL OUT OF CRRF IN SOMALI REGIONAL STATE The regional CRRF Coordination Fora • Regional coordination fora have been established in Somali region at the beginning of this year (2019) • The coordination fora have been established at two levels (regional and woreda) • These coordination fora are direct replica of the national CRRF Coordination fora.
regional CRRF Coordination Fora • The regional string committee, chaired by the regional president’s Office and co-chaired by ARRA, Bo. FED and UNHCR provides overall direction, guidance and recommendations on CRRF activities. • Three technical committees, at regional and woreda level have been established with aim of coordinating efforts of CRRF-stakeholders.

CRRF in Somali---Regional action plan The regional action plan • The aforementioned pledges and NCRRS are mainly realised at regions where refugees are hosted and this calls for effective regional action plans. • Regional action plan is expected to be designed based on the national policies and guidelines. • The regional government is supposed to be at the apex of the planning (the principle of government led). • The regional planning involves a broad range of stakeholders including regional government, national and international NGOs, refugees and host communities (the principle of collaboration)
CRRF in Somali---Regional action plan The regional action plan should be: • based on the national policies and strategic documents including NCRRS, National Action Plan, Guidelines etc, • Tailored to regional Contexts which should emanate from systematic local analysis, • Prepared through a collaborative efforts of all stakeholders.
CRRF in Somali---Regional action plan Draft 0 Regional Action Plan: • A first draft of regional action plan has been developed for Jigjiga area. • It was drafted by ARRA and UNHCR Staff with minimal involvement of other stakeholders. • It was prepared based on the roadmap for roll -out of CRRF.
Regional Action Plan. . . cont. . . • It focuses on identifying, assessing and documenting factors related to the 9 pledges at the local area. • It was meant to be implemented within 6 months. • Building on this draft using its action points for SWOT analysis facilitates finalising the regional action plan.
