CSSC Priorities: Then & Now Transportation Infrastructure Workforce Development/ Education
CSSC Transportation Initiatives • • • Aberdeen Multimodal Train Station Study ($300, 000) Aberdeen Square Station Study ($225, 000) Implementation of enhanced train service to APG Expansion of the Capital Region Guaranteed Ride Home (GRH) program Army Alliance earmarks supporting priority intersections Baltimore Metropolitan Council (BMC) Route 22 Corridor Study Harford County Transportation Management Association (TMA) DAR certification – collaborative efforts Construction of new Edgewood Train Station Regional prioritization of key intersections impacting APG community APG Garrison Strategic Communications for 715/40 Red = Ongoing Projects Blue = Completed Projects
APG Priority Intersections
Transportation Management Association The Transportation Management Association (TMA) is a volunteer steering group consisting of government officials, industry leaders, top employers and concerned citizens focused on improving transportation, mobility, and job access throughout Harford County. • Supports – Critical intersection improvements – Increased use of mass transit options – Expansion of transit services – Workforce attraction and retention – Mobility of citizens
Transportation Demand Management 1. 2. 3. 4. 1. 2. 3. 4. Goals Promote use of alternatives to SOV travel. Create base TDM communication program. Create incentive programs to encourage non -SOV travel. Promote work patterns to reduce peak demand. Objectives Avoid failing levels of service at intersections in vicinity of APG. Reduce future SOV commuter trips during weekday morning and evening peak periods. (22% reduction would prevent failing intersections) Increase transit mode shares (MARC service, APG shuttle, subscription bus service) Increase commuter ridesharing mode share from 10% - 20% (100 percent increase)
CSSC Approach to OEA Funding (OEA Request September 2012) Support APG Transportation Management Plan • APG Shuttle Demonstration Grant – MARC trains, APG circular, EUL, community access during lunch hours • APG Transportation Office – Coordination Center for all transit related activities available on and off base • Bicycle Demonstration Program – Provides critical link between APG – Edgewood and MARC train service • Study of High Speed Computing Availability and Community Telework Centers – Relocation of resources to APG area and it’s mission-support contractors (Route 40 and Route 24)
