Bosnia and Herzegovina RELEVANT MINISTRIES § Ministry of Civil Affairs Bi. H/Education Sector - state level - responsible for international cooperation and coordination between entities, cantons, Brcko District, and other bodies § Federal Ministry of Education and Science/HE Sector - entity level - coordination between 10 cantons - no constitutional authority for HE policies § Ministry of Education and Culture of Republica Srpska - entity level - full authority on education matters § Cantonal Ministries of Education - 10 cantons in FBi. H - full authority on education matters § Government of Brcko District/Education Department - full authority on education matters
Bosnia and Herzegovina RELEVANT AGENCIES § Agency for Development of Higher Education and Quality Assurance (HEA) - state level, established in 2007 as an independent public organization; - sets criteria and standards for accreditation of HEIs and study programs; - determines criteria for selection of experts involved in assessment; - provides recommendations on criteria and standards regarding establishment, termination, licensing of HEIs, restructuring of study programs, etc; § Higher Education Accreditation Agency of Republica Srpska (RS HEAA) - entity level, established in 2011 as a public institution - organization and implementation of the external quality evaluation process - accreditation of HEIs and applied study programs § Centre for Information and Recognition of Qualification in Higher Education (CIP) - provide information/opinion on recognition of foreign degrees and diplomas
Bosnia and Herzegovina RELEVANT LEGISLATION § Framework Law on Higher Education in Bi. H - adopted in 2007 - establishes main principles in HE and responsibilities of competent authorities - sets methods of QA in HE - established two new agencies (HEA and CIP) § Cantonal Laws on HE(9 cantons have laws on HE, 1 doesn’t) § Law on HE in RS - adopted in July 2010 § Decision on Standards and Norms for HE in FBIH - adopted in June 2008 § Strategic Document for Educational Development and Implementation Plan for period 2008 -2015 - adopted in 2008 by Council of Ministers

Bosnia and Herzegovina PROGRAMMES AND QUALIFICATIONS Under the Framework Law, HE in Bi. H is organized in the following 3 cycles: § First cycle - leading to an undergraduate Bachelor degree or equivalent - can be obtained after 3 or 4 years of full-time study - carries between 180 and 240 ECTS (exceptions are studies in medical sciences, which can comprise up to 360 ECTS) § Second cycle - leading to a Master degree or equivalent - lasts for 1 or 2 years - can be obtained after completing undergraduate studies - comprises between 60 and 120 ECTS - the first two cycles together account for 300 ECTS § Third cycle - leading to a doctoral degree - lasts 3 years and comprises 180 ECTS

H has been involved in Tempus programme since 1996 In period 1996 -2012 implemented/under implementation: § 143 Tempus projects (100 JP and 43 SM) § 111 Individual Mobility Grants allocated supporting the mobility of teaching staff Total value of these projects/grants estimated at 34. 5 million EUR
