Sector for the Coordination of International Economic Aid (SCIA) - In brief n SCIA established in the Ministry of Finance and Treasury of Bi. H n Main function of SCIA: Coordination of international economic aid to Bi. H economic aid, except for the EU aid Ø Directorate for European Integration EU aid 3

H, except for the EU aid n Coordination with and among Donors, regarding their future trends and securing funds for development projects and T/A projects financing n Public investment programme preparation, presentation, promotion and realization n Mobilization of international aid according to the Bi. H strategic documents n Organisation of regular consultative-working meetings with Bi. H Authorities and Donors 4
Aid Coordination and Effectiveness in 2009 - 2010 SCIA On-going activities n Donor Coordination Forum Secretariat - transfered from the UNDP to MFT/SCIA n Donor Mapping Exercise - MFT/SCIA with UNDP support (financial support by DFID) n Partnership building n Public Investment Programme of Bi. Donor Coordination Forum (DCF) Secretariat n January 2009 – SCIA responsible for DCF Secretariat functions, incl: Ø Administrative assistance: organisation and follow up of meetings, minutes of meetings Ø Technical assistance: research and updates on aid effectiveness issues 6
Donor Mapping Exercise (DME) Similar process and products as before: n Ø Donor agencies extensively involved in research through interviews (starting end of February) and review through consultation and Editorial Team (by nomination) Ø Financial updates for 2008 -2009 in database Ø Report will contain a thorough donor map Ø Constantly updated website Ø Deadline: 30 September 2009 Minor modifications to DMR: Ø Less extensive and build on last year’s product Ø Forward looking: Highlight new and planned activities Ø Supply-demand analysis: better integrate PIP, Bi. H development priorities and current donor activities 7
Partnership building n DCF and DME are vehicles for partnership building between Bi. H and donors: n n n To gain overview of donors’ activities and priorities To articulate Bi. H’s development priorities To work together on effective information-sharing To support donors’ work and facilitate better coordination To review aid practices and work towards effective aid delivery 8
Public Investment Programme of Bi. H (PIP) 2009 - 2011 PIP is the planning instrument that enables better utilization of the budget sources and provides better approach to foreign financial sources considering that available budget sources are not always sufficient for long-term projects financing PIP is based on three-year period with presented project annual expenses, together with source of financing that are necessary for their implementation, as well as total expenses for each project PIP is document that contains overall picture of public investments: Ø On- going projects that have ensured source of financing Ø Approved projects for which source of financing are certain and Information on Nominated projects for which no funds are secured at the moment of nomination 9
Public Investment Programme of Bi. H (PIP) 2009 - 2011 - Improvements n Improved - by introducing “Grant Resources Management System” (GRMS) project financed by EC and UNDP; implemented by UNDP The actual effects of GRMS are yet to be seen after Bi. H PIP 2009 - 2011 finalization n Future improvements - through DFID project “ACE”: - preparation of unified criteria (project selection, project ranking) for all levels of Bi. H Government - preparation of unified systems and procedures for monitoring and evaluations of programmes and projects for all levels of Bi. H Government 10
“Grant Resources Management System” (GRMS) n Although the initial scope of GRMS was planned only for managing public donations, after careful assessment, GRMS was extended to include other sources of financing (budget, credit/loans, etc. ) n GRMS corresponds closely to the goals of the Bi. H Public Administration Reform Strategy: Ø Building public finance management towards a more complete, accountable and transparent financial resource planning and management n GRMS is a tool for the PIP preparation n GRMS enables PIP to be incorporated into the PFMS 11
Aid Coordination and Effectiveness in 2009 - 2010 - SCIA Planed activities n Starting the initiative for signing of the Paris Declaration on aid effectiveness by Bi. H n Preparation of an Memorandum of Understanding to be signed with all donors that will define a new mode of partnership between the Co. M and donors in line with the Paris Declaration principles n Development and establishment of Mechanism for coordination of international aid that includes all levels of government n Further PIP improvement n Development the SCIA’s capacity to support the functioning of selected sector working groups or other sector coordination mechanisms 12
Project “Bi. H Aid Co-ordination and Effectiveness” (ACE) - Support to the planned activities n The goal of the project is to improve the effectiveness of international development assistance by application of the Paris Declaration principles n The purpose of the project is the creation and adoption of a functional aid coordination architecture, to facilitate development and improvement of process of planning, programming and management of external funds in line with Bi. H development priorities. n ACE project is financed by DFID n ACE project is sent to the procedure for adoption by the Co. M of Bi. H 13
