BOARD / GOVERNANCE
Board Members: Authority BBE (LOCAL) • Clarifies that the District responds to Board members’ requests for information within the time frames allowed by law • Requires Board members to follow campus requirements for visitors
SAFETY & SECURITY
COMMUNITY RELATIONS: CONDUCT ON SCHOOL PREMISES GKA (LOCAL) • Changes local policy on ejecting people from school grounds, to comply with SB 1553 • A person may be ejected if he refuses to peaceably leave upon request and the person: (1) Poses a substantial risk of harm to a person, or (2) Continues to behave inappropriately after a verbal warning • Allows licensed handgun holder to store gun in a locked vehicle in a parking lot, as long as it’s unloaded and not in plain sight, to comply with SB 1556
POLLING LOCATIONS (CKC) SEX OFFENDERS (GKC) • CKC (Local): Safety program / Risk management – Emergency plans • Requires that an emergency operations plan include district procedures for security when district property is used as a polling place • GKC (Local): Community Relations – Visitors • Procedures regarding identification of sex offenders on campus • Old language: people “identified” as sex offenders • New language: “registered” sex offenders
PERSONNEL
TERMINATION OF EMPLOYMENT DF (LOCAL) • Allows Superintendent, without Board action, to terminate the employment of an educator whose certificate is revoked by SBEC • Permitted by SB 7
EMPLOYEE STANDARDS OF CONDUCT DH (LOCAL) • States that all employees are held to the Texas Educators’ Code of Ethics. • Drug offenses • Requires that employees notify the Superintendent if convicted of a drug offense • Allows disciplinary sanctions for drug use, including termination and referral to substance abuse programs • Incorporates licensed handgun provisions from SB 1566 and GKC (Local) • Electronic communications with students • Prohibits employees from engaging in personal electronic communications with students, unless exceptions from Employee Handbook apply • Prohibits harassment, abuse, threats, and inappropriate communications • Incorporates changes already in our Employee Handbook • Requires an employee to notify her supervisor when a student engages in improper communication with the employee • Requires that parents be notified when their student is alleged to have been involved in educator misconduct
BUSINESS OPERATIONS
FOOD SERVICES MANAGEMENT CO (LOCAL) • Provides a 5 -day grace period for unpaid lunch accounts • Students can receive the regular lunch for up to 5 days of delinquency. • After day 5, students are given a sunflower butter and jelly sandwich. • Requires that administrative procedures be developed to avoid shaming students with delinquent accounts • No hand stamps • Email home to parents each day of delinquency
INVESTMENTS (CDA) HAZARDOUS BUS ROUTES (CNA) • CDA (Local) – Other Revenues: Investments • Clarifies that a qualified representative must submit all legally required documentation before handling the District’s investments • CNA (Local) – Transportation Management: Student Transportation • Requires the Board to adopt a resolution when the District requests funding for transportation in high-risk areas • Compliance with SB 195 and TEA requirements

BULLYING (FFI) INAPPROPRIATE RELATIONSHIPS (FFF) • FFI (Local) – Student Welfare: Freedom from Bullying • Incorporates provisions of David’s Law • Expands definition of bullying • Allows for anonymous reporting of bullying • EF (Local) – Student Welfare: Student Safety • Requires parental notice when an educator engages in or solicits an inappropriate relationship with a student, per SB 7
SPECIAL ED VIDEO MONITORING (EHBAF) LICE NOTIFICATION (FFAA) • EHBAF (Local) – Special Education: Video / Audio Monitoring • Revises policy on recordings in special education self-contained classrooms, to comply with SB 1398 • Requires that the District respond to a request for a video camera within 7 business days • Requires notice, before a camera is activated, to all staff and students who use the classroom • FFAA (Local) – Wellness & Health Services: Physical Examinations • Requires parent notification when a nurse/administrator discovers a student has lice
ACADEMICS
INSTRUCTIONAL MATERIALS & RESOURCES (EF, EFAA) CAMPUS CHARTERS (EL) • EF (Local) – Instructional Resources • Allows staff to select instructional materials, in accordance with SBOE rule • EFA and EFAA are deleted; relevant provisions are moved to EF • Update 108 • EL (Local) – Campus Charters • Revises policy on campus charter schools, per TEA recommendations • Update 108
ATTENDANCE, GRADUATION REQUIREMENTS, COUNSELING EHDB, FEA, EIF, EJ • FEA (Local) – Attendance: Compulsory Attendance • Students serving in the U. S. Armed Forces or Texas National Guard can be given 4 days of excused absences per year • EHDB (Local) – Alternative Methods for Earning Credit (Update 108) • Rules on credit by exam are changed, per SBOE rule • EIF (Local) – Academic Achievement: Graduation (Update 108) • Changes to implement the foundation graduation program • References to minimum, recommended, and advanced plans are removed from policy • EJ (Local) – Academic Guidance Program (Update 108) • Policy regarding guidance counseling is deleted because it no longer aligns with state guidance on the duties of a counselor
COMMUNITY / ADVERTISING
INFORMATION ACCESS: REQUESTS FOR INFORMATION GBAA (LOCAL) • Public information requests – A requestor may be charged for personnel time for producing information: (1) After 36 hours have been spent responding to requests from that person in a fiscal year, or (2) After 15 hours in a one-month period.
COMMUNITY RELATIONS: BUSINESS, CIVIC & YOUTH GROUPS GKE (LOCAL) • New policy allows for patriotic societies to speak at schools about membership opportunities • 10 minutes during the school day • Boy Scouts, Girl Scouts, etc. • Compliance with SB 1566
COMMUNITY RELATIONS: ADVERTISING GKB (LOCAL) • Allows the District to prohibit advertising sales for political advertising
