Includes the properties bounded by the Avalon Rural Settlement Area and Lake Avalon to the South, Lake County to the west, Johns Lake/Turnpike to the north and the City of Winter Garden to the east. ! Horizon West Village A ! Part of the Expansion Area.

Proposed Text Amendments Proposed Amendment Includes ! Terms and conditions regarding the following subjects: street lighting, water and sewer, Marsh Road, and bike/pedestrian trail. ! Development limitation for buffer areas – properties adjacent to unincorporated parcels. ! Extends the term of the Agreement to October 1, 2017.

Summary Proposed Amendment Includes: ! Text revisions to the City of Winter Garden/Orange County JPA; and ! Expansion of the Joint Planning Area and assigning land uses to the Expansion Area; ! The City of Winter Garden adopted the Sixth Amendment to the JPA on January 25, 2007.

Proposed Utilities Territorial Agreement Water, Wastewater and Reclaimed Water Territorial Agreement ! Includes Water, Wastewater and Reclaimed Water Service Area Boundary. ! Existing Customer Areas. ! Approved by City of Winter Garden on February 22, 2007.

Utilities Territorial Agreement (cont. ) Proposed Agreement Includes: ! Provisions for Boundary Modifications ! Properties < 50 acres in size ! Letter agreement signed by Utilities Director and City Manager. ! Properties > 50 acres in size ! Requires Board approval from both agencies. ! Provisions for Future Wholesale and Emergency Connections via Letter Agreement

Utilities Territorial Agreement (cont. ) Proposed Agreement Includes: ! No Rate Changes Proposed; ! Residents in County but served by City to pay same rate as City residents; ! Initial Term is 10 Years; ! Term is Automatically Extended in Successive Five Year Periods.
