VVPAT FLC PROCEDURE 1. VISUAL INSPECTION a) (i) Open carrying case and take out the VVPAT unit. (ii) Remove all tags, seals, FLC stickers and ballot slips from the drop box. b) (i) Physically check connectors, doors, sealing provisions, latches etc. for breakages and replace wherever possible. VVPAT LOADING SYMBOLS TO SYMBOL LOADING UNIT 1. Open the symbol loading application for M 3 VVPAT in PC / Laptop. Select “Load VVPAT Sheet” and Select the constituency name and required details. 2. (i) Connect Symbol Loading Unit to PC through the PC port marked on SLU with the 9 pin serial cable (BU cable). (ii) Select VVPAT M 3 in the main menu of Symbol loading unit. (iii) Select “Load Symbols from PC” in the successive menu. (iv) Select the COM port and click on Load VVPAT slips in the application on PC/Laptop. 3. Wait for the Loading to get completed. VVPAT LOADING SYMBOLS TO VVPAT 1. (a) Connect Symbol Loading Unit to VVPAT with the 9 pin serial cable (BU cable) through the M 3 port marked on SLU. (b) Keep the VVPAT selection switch) Above BU connector in back side of VVPAT) is in Position 1. 2. Switch on the Symbol loading unit. Select VVPAT M 3 in the main menu of Symbol loading unit. Select “Load Symbols to VVPAT” in the successive menu. 3. Connect VVPAT to CU and switch on CU. At this stage, the VVPAT prints the total 7 Self-diagnostic slips. VVPAT SENSOR PERFORMANCE TEST a. PURPOSE First purpose is to verify that the VVPAT Error log history based on earlier Polling (“VVPAT Error History” as mentioned in POST slip) is absent before start of printing of Self diagnostics reports. b. TEST APPLICABILITY This test is applicable to all the VVPATs in the batch. c. TEST PREPARATION One VVPAT with 16 symbols loaded, 1 BU and 1 CU are needed. The test has to be performed under standard conditions where a new battery (Voltage > 22 V) with measured dynamic impedance and No load voltage stamped on it and new paper roll is used. VVPAT FUNCTIONAL TEST POLLING TEST Ø One VVPAT with 16 dummy symbols loaded, 1 BU and 1 CU are needed. Make connections and operate the VVPAT. Ø Switch on the CU. After the VVPAT is turned ON, the seven selfdiagnostics reports are printed. Ø Put the CU in clear state. Set the number of candidates to 16. Ø Press Ballot Button on CU and Cast vote for first candidate on BU. On the selection of candidate, VVPAT prints the selection on ballot slip. Bharat Electronics – Electronic Voting Machine (EVM) 28
VVPAT FUNCTIONAL TEST POLLING TEST Ø The ballot slip is displayed behind a transparent window of VVPAT for 7 seconds. Ø Verify the candidate number, symbol and name of the candidate in the slip. Ø After that, ballot slip will automatically cut and fall into the Ballot slip compartment. Ø Continue polling for total of 96 votes (cast 6 votes against each 16 candidates). Note down the casted vote. Ø Remove Paper Roll and Battery Pack from VVPAT after Polling Test. Ø Disconnect the connections and paste FLC OK sticker in side of VVPAT. Ø keep VVPAT in carrying case. VVPAT FUNCTIONAL TEST Error Message on CU • On press of Ballot key on CU, if there is any error the following messages will be displayed on the CU. VVPAT FUNCTIONAL TEST WITH MULTIPLE BU’s Ø The purpose of this test is to verify that the VVPAT is working properly with multiple number of BUs. Ø This test is applicable to VVPAT along with CU and BUs connected as a system. This test is an extended test of polling test and is performed only on 1% of the VVPAT lot. Ø One VVPAT with 64 symbols loaded, 4 BUs and 1 CU are needed. Make connections and operate the VVPAT as per 2. 1 to 2. 4. Ø This test can be conducted with used Battery pack and used Paper roll (should be sufficient for printing 64 ballot slips). Ø Press BALLOT key to enable the Ballot and vote for any candidate in the first BU. A total of 4 votes to be casted by voting to one candidate in each BU. Make Connections and Switch ON CU. Observe all POST and Diagnostic Test slips of VVPAT. Enter sensor measurements in First Level Check Sensor Test Report Format. Cast 96 votes (6 votes against each 16 candidate buttons) in Each VVPAT & tally the results of Electronic count and printed Ballot slips. Store slips in envelope. Enter the results in First Level Check Report Format. Remove Ballot Slips, Paper Roll & Battery Pack from respective Compartment of VVPAT after Polling Test. Paste Green FLC sticker for the VVPATs found Ok. Conduct Multiple BU Test by Connecting VVPAT with 4 BUs. Set 64 Candidates in CU & Load 64 dummy symbols in VVPAT. Cast total of 4 votes by voting to any one candidate in each BU. This has to be performed in 1% of VVPAT lot. Keep aside Defective VVPATs and maintain the record in VVPAT failed Report.
