This includes the development of spatial plans on the shore in order to reduce the risk of raising sea levels, targeting subsidies in agriculture in order to reduce climate vulnerability, zoning and planning of energy to reduce emissions, but also take into account changes in the ecological conditions of the environment, to be prepared to deal with health problems that can arise from heat waves, and many other areas.

Impacts of climate change Croatia It is still very unclear exactly how global warming affects the current conditions in the Republic of Croatia. But some indicators of climate change are present in all sectors, such as more frequent and intense droughts, precipitation, the emergence of new types and new vector-borne diseases, the increase in air and sea temperatures, etc. The visible signs of climate change, for example, annual differences in nature of the crop, increasing number of deaths in chronic patients, rising sea levels, lengthening the tourist season, and the development of new tourist destinations due to changes in the local climate. Researchers are linking these changes with climate change, but without further extensive research that could not be verified. Floods In the Croatian area there is high risk of flooding because Croatia is located within the Danube basin and it is strongly influenced by the Sava and Drava basin. Another problem is the urban areas, where short and intense rainfall combined with poor spatial planning cause flooding, although there is flood protection. A large percentage of concrete and asphalt surfaces and poor sewage system in which come waste water and rainwater are significant factor in the cause of flooding in urban areas. According to estimates, 15% of Croatian territory is in the area prone to flooding, not including coastal areas where there is a risk of different types of flooding caused by rain, sea or a combination of these factors.

The risk of flooding in urban space • The city must provide a certain level of security against floods caused by extreme rainfall and sea level rise. • The city must establish measures of readiness to deal with unforeseen (extreme) events („Contingency planning”) • The city must have clear procedures before, during and after extreme rainfall or flooding

PROPOSED CONCLUSIONS - draft: • • • As a full member of the EU, Croatia is obliged to respect and implement the relevant EU directive specifically related to environmental standards and protection of the environment. The Republic of Croatia is obliged to respect the guidelines of the European Directive on climate change and act in terms of the implementation of activities aimed at reduction and adaptation to climate change. BGD concept as a pan-European response to climate change and awareness of the need for adaptation and mitigation of climate change in urban area by applying the new concept of planning and realization of measures for adaptation and mitigation of potential damage, is eligible for Croatia professional public and institutions as well as local governments and as such represents a logical commitment in which professional and the general public must and can expected high quality and long-term solutions to water-related infrastructure and the organization and regulation of city areas and urban areas. Croatian Waters recognize the importance of the implementation of adaptation measures and the reduction of potential damage from climate change and support the BDG concept of Croatia, Zagreb, particularly with regard to the implementation of measures under the concept of BDG in terms of making a feasibility study and an application for withdrawal of EU funds for projects of sewage and wastewater agglomerations in HR. Croatian Waters will ensure follow up and support for implementation of the BGD project in Croatia. Meteorological and hydrological institute of Croatia- DHMZ acknoledges the importance of the application of adaptation measures and reduction of potential damage from climate change and support the concept of BDG Croatia, Zagreb and want to be actively involved in the project. City of Zagreb recognizes the importance of planning and implementation of mitigation measures and adaptation to climate change. City of Zagreb supports the launch of the project BGD Croatia, Zagreb and wishes to actively lead the activities related to the implementation of the concept of BGD. City of Zagreb will provide monitoring, active participation and support of the implementation of the concept BGD Croatia, Zagreb. City of Zagreb wants to be actively involved in the network of cities connected by BGD project. Croatian Waters, MHS and the City of Zagreb with the support of the academic community will be actively involved in the organization of the seminar, which will project BDG Croatia, Zagreb bring closer to the professional and the general public. The seminar will be held in the first half 2014. g. It is necessary to ensure the openness to the professional and the general public and to introduce to them the objectives of the project through the appropriate media.

Declaration BGD Croatia 2014. - draft Starting from the fact that • Project Blue Green Dream (Blue Green Dream-BGD) supported by the EU through the program EIT Climate KIC (Knowledge and Innovation Community) and platforms: Sustainable Urban Systems (Sustainable City Systems). Climate-KIC • Project Blue Green Dream is focused on innovations that link low-carbon development and enhance resilience to climate change. The project supports this goal by focusing on the interaction of urban water infrastructure and urban green areas and other urban eco-system, thus fulfilling the strategic challenge for the development of sustainable urban systems that transforms from the concept of a centralized infrastructure energy, water, waste to decentralized but integrated systems. • BGD concept of a pan-European response to climate change and awareness of the need for adaptation and mitigation of climate change in urban area by applying the concept of planning, construction, management and implementation of adaptation measures and mitigation of potential damage, is eligible for Croatia, professional and general public, Institutions as well as Local government and as such represents a logical commitment in which the professional and general public should and can expect good quality long-term solutions to water infrastructure, as well as the organization and regulation of city area and urban spaces • The combined effects of climate change and increased urbanization calls for effective planning of new and rehabilitation of existing urban areas. This project offers ways to develop, test and promote solutions, linking research and development (R & D) with development of new forms of business. • The project provides multiple benefits, including: increased cities resistance to drought and the risk of flooding, reduced water and air pollution, reduced noise levels, mitigated the effect of the urban heat island, increased health and comfort and quality of life in cities, as well as a positive impact on biodiversity and urban agriculture. • The project enables inclusion into current trends and access to knowledge, methods and tools of leading European academic and professional institutions, and their swift implementation of the projects in Croatia. • The Republic of Croatia as a full member of the EU has committed itself to respect and implement the relevant EU directive specifically related to environmental standards and environmental protection.
