Progress on setting up a Central Fund • Two donors: United Kingdom and Netherlands • Current pledges of around $140 m • Charter has been drafted describing governance arrangements of Central Fund • Key body is a Council of donors, World Bank, and PARIS 21, supported by Administration Unit in World Bank • Council will make allocation decisions and monitor progress on basis of agreed indicators Better Statistics Better Results 3
Application, approval, implementation • Pilot phase: 5 -6 selected countries will be invited to apply on basis of a Council decision • Application in form of concept note agreed through the national partnership, describing partnership arrangements to implement the NSDS, and demonstrating the financing gap • After allocation decision, appraisal/approval of full proposal by “supervising agency” (for instance, the World Bank) • Execution (implementation) by grant recipient Better Statistics Better Results 4
Key steps in start-up • Complete formal agreement with donors • Hold meeting of Council, to agree Charter, monitoring arrangements, and first pilot countries to be invited to participate • Application preparation by pilot countries, with support from national partnership and Administration Unit • Submission of applications and review by the Council Better Statistics Better Results 5
