BETTER SAFER BARTON PROJECT Background and Context • The nature, volume and speed of traffic continually: • present a risk to all residents and visitors; • deteriorate the historic fabric • impact on the village environment affecting people’s enjoyment of the centre • Ongoing developments in the surrounding area will keep increasing traffic • Vehicle restriction not possible - key route • Once the village centre is gone - it is gone forever! • PC objective - Improve environment while maintaining historic character – but how?

BETTER SAFER BARTON PROJECT Village Enhancement Scheme Phase 1 • 2012 Parish Council / VEC research ways to mitigate impact of traffic. • Poynton (a town in the northwest where a similar project has been done) was visited with Staffs County Council. • Poynton advice – CONSULT BARTON VILLAGE RESIDENTS • NODE Urban Design & Heritage Consultants employed by Parish Council
BETTER SAFER BARTON PROJECT Village Enhancement Scheme Phase 2 • Extensive / intensive consultation exercise - what do residents want – using NODE • Workshops and Public Exhibitions • 88% wanted changes / political mandate to go ahead • NODE produced Design Statement
BETTER SAFER BARTON PROJECT Village Enhancement Scheme Phase 3 • SUSTRANS use NODE designs to produce scaled drawings • Barton PC commission surveys necessary for Detailed Design • ESBC working on pollution & conservation issues • AMEY / SCC to produce fully costed Detailed Design / Risk Analysis
BETTER SAFER BARTON PROJECT Construction Work Required • Refurb carriageway / pavement Main Street and Station Road + three new squares by The Shoulder of Mutton, The Middle Bell & outside Thomas Russell Infant School • Gateways at main entrances to the village • In total around 7, 000 square metres new surfaces
BETTER SAFER BARTON PROJECT Next Steps • Completion of Detailed Design, Programme to Completion, Risk Analysis by AMEY & SCC • Finalisation of Total Project Cost. • Funding - but how?
BETTER SAFER BARTON PROJECT Work in Progress – Detailed Design • AMEY/Staffordshire County Council have provided a quote to the Parish to produce the Detailed Design • The Detailed Design will provide the following: • • Precise Technical Drawings based on a assessments and testing of options and infrastructure surveys Details of materials to be used, street furniture, lighting etc. with costings Ensure compliance with highways standards and traffic legislation A virtual reality tour of what the design would look like A schedule and risk analysis with labour costings A pack of information that can be handed to a build team This will be an iterative process • Once complete the Detailed Design will be presented to villagers at an exhibition hopefully in mid 2016
BETTER SAFER BARTON PROJECT Work in Progress – Detailed Design • Price quoted by AMEY / Staffordshire County Council is £ 98. 6 K including VAT • The Parish Council has agreed to support the Detailed Design phase based on the following funding plan: • That no agreement to proceed will be given to AMEY/SCC until all funds are raised • The Parish Council will pay the VAT and reclaim it • Section 106 money due if the Cameron Homes development goes ahead at the Marina will be allocated to the project (see scenarios below, availability is dependent on when building commences) • The Parish Council will invest £ 10 k in the project. • The Village Enhancement Committee will raise the balance. BETTER SAFER BARTON PROJECT Project Completion and Implementation Exciting community-led project to enhance the centre of an historic village - the first project of its kind in Staffordshire and one of the first in The UK. It will become a showcase / reference point for what might be done to enhance the environment for all.
