Bay County Rebuild Florida General Infrastructure Repair Program Public Hearing October 27, 2020
Introduction The Florida Department of Economic Opportunity (DEO) has allocated $223, 032, 145 in funding for the Rebuild Florida General Infrastructure Repair Program through the Community Development Block Grant – Disaster Recovery (CDBG-DR) Program by the U. S. Department of Housing and Urban Development (HUD) to address unmet disaster recovery needs related to damage from Hurricane Michael. A total of $111, 516, 145 in funding will be available during this first round. DEO will release the remaining $111, 516, 000 in a subsequent application round.
National Objective All activities must meet one of the National Objectives set out in the Housing and Community Development Act, with at least 70 percent of the dollars going towards projects benefiting LMI persons. In the Rebuild Florida General Infrastructure Repair Program, the three National Objectives that will be addressed are: ØBenefit LMI persons; ØMeet an urgent need; or ØAid in Prevention of Elimination of Slum and Blight

Program Compliance Criteria Every project application must meet the following threshold criteria to be determined eligible: ØLocated within an eligible HUD or State designated MID area ØBenefits an LMI area or addresses an urgent need ØIs an eligible activity under HUD guidelines ØIs an eligible activity under the State of Florida Hurricane Michael Action Plan ØAddresses an unmet need tied to damage caused by Hurricane Michael
Hurricane Michael Unmet Need Projects or programs must address a clear unmet need: ØTied to Hurricane Michael ØPrimarily serving LMI populations ØPrimarily serving housing activities
Bay County is competing against the other 11 Counties for this funding DEO will apply scoring based on the following Scoring Criteria. Scoring will focus on the following eight categories: Max Points =125 Ø Overall LMI benefit (Percent LMI benefit of the activity) Ø Stormwater Infrastructure Ø Leverage of Funds Ø Management Capacity Ø Project impact Ø Project Readiness Ø Homeless Shelters and Facilities Serving as Shelters During Disasters Ø Special Designation Note: Bay County is submitting 3 Stormwater Projects and 2 Sheltering Projects
These are the programs eligible activities ELIGIBLE ACTIVITIES: To be eligible for consideration of funding, applicants must propose programs or projects that align with CDBG-DR and DEO requirements and priorities as outlined in the action plan and the Federal Register, including but not limited to those set forth below: • Projects must demonstrate damage tie-back to Hurricane Michael. • Projects must primarily serve LMI populations. • Projects for infrastructure must support LMI housing. • Projects must not duplicate benefits.
Types of eligible infrastructure projects to submit Project types include: Ø Restoration of infrastructure damaged by Hurricane Michael (including water and sewer facilities, streets, drainage, bridges, etc. ) Ø Removal of debris and other damage Ø Water and sewer facilities Ø Repair to public facilities such as emergency community shelters Ø Demolition, rehabilitation of publicly or privately owned commercial or industrial buildings Ø Repair of homeless shelters and disaster shelter facilities Ø Renourishment of dunes and/or dune restoration Ø Economic revitalization which includes any CDBG-DR eligible activity that demonstrably restores and improves some aspect of the local economy
Bay County Project #1 Bay County Community Center/Multi-Purpose Shelter & Fire Station Campus – This Multi-purpose Campus will include a new access road, site improvements, Heli-pad, a Fire/EMS Station, Community Center/Hardened Shelter Facility for first responders, special needs residents and an animals services facility and a Shelter Storage Warehouse along with a Staging area. Total Project Cost is approximately is $18, 500, 000.
Bay County Project #2 E. Hiland Stormwater Improvements- This is a Bay County project which intends to reduce residential, commercial, and roadway flooding and improve stormwater quality in an LMI area bordering Panama City, the City of Springfield, and Cedar Grove, an unincorporated township. This project request is for funding of property acquisition for a stormwater facility and for construction of the stormwater facility itself. The project entails construction of a 12. 5 -acre stormwater detention facility to service a flood-prone area. Total Project Cost is approximately $2, 400, 000.
Bay County Project #3 Redwood Avenue Drainage Improvements - The proposed project will help reduce flooding of the area between US 231 and E. 11 th Street by abandoning the existing culvert and replacing it with a new 48”, 2700 LF RCP Culvert running along the shoulder of US-98/E 15 th Street and Redwood Avenue; The scope of work for this project involves preliminary site investigations, engineering and design, permitting, construction of the new RCP culvert pipe, and abandonment of the existing culvert pipe, site controls and restoration, and construction administration. Total Project Cost is approximately $1, 351, 118.
Bay County Project #4 Watson Bayou Drainage Improvements- The proposed project will help reduce flooding of the Watson Bayou Drainage Basin between US-231 and US 98/SR 30 A/15 th Street areas through the construction of a new 15 -acre, 127 acre-ft stormwater storage facility between Industrial Drive and the rail line to its south. Stormwater from the upgradient drainage basin subareas will be directed to this stormwater facility; this will improve stormwater storage capacity within the service area of the facility, thereby improving flood protection and reducing the incidence of flooding for communities within the service area. This project will benefit an estimated 51 LMI units and 131 LMI residents. The scope of work for this project includes property acquisition, preliminary site investigations, engineering and design, permitting, construction of the new stormwater storage facility, site controls and restoration, and wetlands mitigation. Total Project Cost is approximately $2, 472, 931.
Bay County Project #5 Fountain Community Center & Sheriff Sub-Station – This Complex will consist of a new 180’ x 50’ Hurricane Resistant Building to house a Community/Recreational Center, office space/storage and Sheriff’s Substation, parking and site improvements that will be constructed at 12331 E. Highway 20, Fountain, FL. The County will purchase two adjacent lots for a staging area. During grey sky days, the Community Center becomes the hardened shelter for first responders and residents, a staging area for cut and push crews, a post-disaster Recovery Center and Business Recovery Center. Total Project Cost is approximately $5, 900, 000.
