Program Highlights • 2006 Barnstable County received approval to borrow funds from the Clean Water Trust. • CSMLP offers loans to homeowners in Barnstable County to upgrade failing septic systems. • Encompasses system design to property restoration

Program Overview • Barnstable County began the program in May 2006 with $30, 000. 00 from the Clean Water Trust • We have made over 3609 loans to homeowners sinception to July 28, 2018 (Over 1700 have been paid off). • Average loan request is $11, 554. 00 and can be paid back over a 20 year period. • Operation of CSMLP is paid through administration support from program
Program Overview • To date $41. 7 has been loaned to Homeowners in Barnstable County. • Since October 2014 we have been using repaid principle for loans. • Repaid principle should be available to the program for the next few years. • Should we borrow again from the Clean Water Trust, we would have a 2% interest rate for our repayment of the funds. • Superior Betterment Loan secured with the filing of a Notice of Betterment Assessment with the registry of deeds. • Presently there are 131 projects underway. • Online Payment Options begin this week.
Barnstable County Water Quality Laboratory Upgrade Update
Laboratory Summary • The Barnstable County Water Quality Laboratory provides water analysis services to Barnstable County’s residents and municipalities alike. • The Laboratory is certified by the Massachusetts Department of Environmental Protection • 10 Year-round Employees o 7 Full-time o 3 Part-time • 3 Seasonal Employees for summer months. • Fiscal Year 2017 revenues were $839, 000. 00
Services Provided Include: • Marine Water Quality Bacteriological Analysis (Shellfish) • Water Department Bacteriological and Chemical Analysis • Waste Water Analysis from Public and Private Treatment Plants and Septic Systems o Septic System Test Center • Groundwater Analysis for Post Closure Monitoring around closed landfills • Lead and Copper Testing in Schools • Marine and Freshwater Beach Samples
New Initiatives • Laboratory Safety Program • Online Payment Program and Credit Cards • Expansion of Analysis to include MS 4 Storm Water Permitting for 15 Communities on Cape Cod • Expansion of 2 nd Floor Laboratory Room to accommodate Liquid Chromatography Mass Spectrophotometer/MS analysis. • Analysis for contaminants of Emerging Concern. o PFOS’s, PFOAs o Pharmaceuticals

Room Upgrade • Electrical Expansion Needed to Accommodate Instrument. • Rough Plumbing to Accommodate a Sink, Plumbing Vent, Eyewash Station and Drain. o Originally 2 Sinks • Building Ventilation Expansion for the Instrument • Purchase and Installation of Laboratory Cabinets and Shelves.
Room Upgrade
To Do List • Laboratory cabinets have been delivered, installation in next 7 days. • Installation needed of plumbing vent and finish plumbing. • Waters Analytical needs to change instrument’s interior plumbing from Teflon to stainless steel. Update software package • Waters will conduct training of Laboratory staff and employees of Provincetown Center for Coastal Studies to operate LC/MS/MS.
