Barnet School Funding – Funding Spreadsheet Guidance
Funding Process • The way payments to schools are spread across the year has changed slightly. The method behind funding for schools is now the same for all Barnet Maintained Schools. • For schools who DO NOT have Barnet Capita Payroll, the changes are minimal. • For schools who DO have the Barnet Capita Payroll, the changes are more substantial, but are designed to improve a school’s ability to manage its cashflow.
Funding Process – All Schools • 1) Main funding stream o Main Budget Share (I 01) • The main school budget share allocation (I 01) is calculated by the LA and presented to the school by 28 th February every year. • This funding is paid to all maintained primary & secondary schools every month. • The April funding will be 2/13 ths of the full allocation, less the de-delegated amount. • Every other month will be 1/13 th of the full allocation.
Funding Process – All Schools • 2) Other Main Funding Streams o HN Place Funding (I 01) o HN Top Up Funding (I 03) o Sixth Form Funding (I 02) o Pupil Premium (I 05) • These funding streams are paid out monthly 1/12 th per month. • In the case of HN Top Up Funding & Pupil Premium, allocations will change in year. This will be reflected on spreadsheet with most recent allocation being shown
Funding Process – All Schools • Other Grants o Universal Infant Free School Meal Grant (UIFSM) o Teachers Pay / Teachers Pension Grant (2020 -21 only) o PE & Sports Premium o Devolved Formula Capital (DFC) o COVID Fund / COVID Catch Up Premium o Any other currently known payments • The funding streams will be paid out to schools as the LA receives the money from the Df. E. These will not be divided and paid out monthly.
Payment to Schools • Payments will be made to schools every month. Schools should receive cash in their accounts by the 15 th of every month • Schools will receive a breakdown of the amount via emailed income remittance. The payment will be the sum of all of the grants mentioned in previous slides (less salary credits for payroll schools – explanation to follow) • Further information about the payments will be uploaded monthly. Salary Expenditure – Payroll Schools • For schools that use the Barnet Capita Payroll, the monthly payment calculation has one more step. • The salary expenditure posted to Integra by Capita for the PREVIOUS month, will be taken from the payment • This replaces the old system where large sums of money were being reconciled and paid over/received at year end

School Funding Spreadsheet - online • Step 1: Select the relevant school from the drop-down menu • Step 2: The table updates with data pertaining to the selected school. The following information is available on this spreadsheet. § Total cash paid to school in given month § Breakdown of cash paid to school in given month § Total funding to date, broken down by funding stream § Expected total future funding, broken down by funding stream, for current financial year
School Funding Spreadsheet - online • Summary Table • The first table on the spreadsheet shows a summary of the amount of monthly funding, minus salary expenditure if applicable, equals the net transfer to the school bank account. This is the cash figure that was paid to the school’s bank account

Example above shows the I 01 Main School Budget Share Funding • Column A shows the funding stream • Column B shows the CFR code the school should use • Column C – H shows the income/expenditure for each previous month • Column I shows income/expenditure for current month • Column J shows the total funding to date – sum of columns C-I • Column K shows the future funding the school can expect in current financial year • Column L shows the total allocation (J + K) L
Reconciliation (1) • For current year, 2020 -21, we moved systems mid year. • To account for this, “reconciliation columns were added to the spreadsheet. • Example shown below A B • C D E F G H I J K For the grants in the example, the system has changed so we pay the full allocation when cash is received. In months April – August we can see the old system in operation with the allocation spread across every month (columns C-G). Column H, showed the payment required at that point in time to bring the total funding to date (column J) to the level it would have been if new system had been used all along. Reconciliation (2) A • For schools who use Barnet Capita Payroll, under the old system, for some funding streams c 85% was held back to cover salary expenditure. • This has now been reversed in year on the LA side, and the money withheld has been given to schools via their bank account (as part of the April-August reconciliation). • In example below we can see that for budget share for this school, £ 265 k was paid in April (Column C) , and then no further payments made in May-Aug (Columns D-G) as the rest of the allocation was held back by LA. As the system has now changed, Column H, showed the payment required at that point in time to bring the total funding to date (column J) to the level it would have been if new system had been used all along. Column I shows the monthly funding paid out in September, which equals 1/13 th of the allocation as per the new funding system B C D E F G H I J K L
Reconciliation (3) • Schools didn’t actually receive this cash, as the salary expenditure to date was taken from the figure. Example below A B C • Figure A: this is the sum of the reconciliation payments needed to bring funding to date allocation in line with new system • Figure B: This is total salary expenditure for April – July • Figure C: This is the reocnciliation payment made to schools along side the September payment
Reconciliation (4) • ACTION FOR SCHOOLS • If schools have already posted the retained income to the “central account”, this needs to be reversed. • Income should be posted through bank account as per funding sheet.
Allocations • We will no longer display detailed information behind the various allocations. The following slides shows where data can be found for these allocations • Main Budget – main budget share data will be sent to schools in February.
