Background The BNEO 2010 § Is a local response to the Administration’s call for “Tapat na Palakad, Bayang Maunlad” § It is anchored on the three (3) tenets of “Biyaheng Pinoy”, namely, 1) Seamless performance that nurtures accountability; 2) Transparency, sense of ownership and informed decisions through participation and collective action; and 3) Integrity where the people can surely sleep soundly. The Program The Barangay Newly Elected Officials (BNEO) Program 2010 is a capacity development program of the Department of the Interior and Local Government (DILG) through the Local Government Academy (LGA) in its continuing efforts to enhance the proficiency of barangay officials in performing their mandated tasks and responsibilities. Objectives The Program aims to: 1. Facilitate the smooth transition of power and authorities from the old to the incoming barangay officials; 2. Enhanced the competencies of barangay officials in performing their mandated tasks and responsibilities; 3. Build partnerships and alliance with various stakeholders for local development; and 4. Enhanced the skills of the barangay officials and functionaries to enable them to respond to their emerging roles as policy maker, program planner and provider of basic services to their constituency. Component 2: Laying the Foundation Aims to enhance the knowledge of barangay officials on the Basics of Barangay Governance Administration. Includes the orientation on the basic duties and functions of barangay officials, the role of barangay – its components and structure, underlying legal matters etc. Output: Barangay Agenda for Governance and Development (Barangay AGAD) Target Date: December 2010 – March 2011 DEPARTMENT OF THE INTERIOR AND LOCAL GOVERNMENT Local Government Academy

Component 3: Citizenship Building To enhance the capacity of the barangay officials in building partnership, collaboration and alliances with the different stakeholders. Aims to promote institutional partnership with Barangay-Based Institutions operating in the Barangay Promotes people’s participation through volunteerism. Component 4: Sharpening the Saw To upgrade the technical skills of barangay officials and functionaries in the conduct of their everyday affairs. They will be provided with tools and techniques necessary to achieve an accountable, transparent, and participatory barangay governance.
