BAPTIST PACIFIC FORUM DOMESTIC VIOLENCE HAVE LONG TERM CONSEQUENCES: CHILDREN MAY RUN AWAY AND BECOME STREET CHILDREN THEY MIGHT RUN TO CRIMINALITY THEY CAN BECOME ABUSIVE THEMSELVES TO OTHERS AND TO THEIR FAMILIES During the mid 1990 s, the Adverse Childhood Experiences (ACE) study found that children who were exposed to domestic violence and other forms of abuse had a higher risk of developing mental and physical health problems.

IT IS ALSO DISTRESSING TO NOTE THAT BECAUSE IT IS CONSIDERED A PRIVATE MATTER DOMESTIC VIOLENCE HAS GONE UNCHECKED AND UNRECOGNIZED AS A SOCIAL PROBLEM. WOMEN ARE THUS SUFFERED AND SEVERELY HAMPERED FROM CONTRIBUTING THEIR FULL SHARE TO THE FAMILY AND NATION’S ECONOMY, SOURCE: LIHOK PILIPINA AND COMBAT VAW
DOMESTIC VIOLENCE in PHILIPPINES BAPTIST PACIFIC FORUM -There is one woman that is victim of harassment every 1 hour and 13 minutes that is reported to the Philippine National Police (PNP) – women’s desk. - One woman is being raped every 7 hours - One woman is victim of sexual abuse every 18 hours - One woman is beaten every hour - One woman is victim of sex trafficking/white, slavery /prostitution/ pornography every 2 hours - One child is victim of harassment every 42 minutes in year 2007 7 out of 10 survivors blame self of their abuse - 6 out of 10 incest survivors reported their mothers were also physically and psychologically abused - 2 out of 10 reported temporary loss of sanity SOURCE: Philippine Commission on Women National Machinery for Gender Equality and Women's Empowerment
BAPTIST PACIFIC FORUM ALTHOUGH STUDIES EXISTS THAT SOME MEN ARE ALSO BATTERED HUSBANDS, SUCH CASES ARE NOT AS COMMON AS WIFE AND CHILDREN BEATING. IT IS USUALLY THE WOMAN AND CHILD WHO ARE PHYSICALLY WEAKER THAN MEN AND DEPENDENT ON THEIR SPOUSE/FATHER FOR THEIR SUPPORT, WHO ARE VICTIMIZED TO A GREATER EXTENT.
BAPTIST PACIFIC FORUM BATTERED WOMEN ARE NOT LIKELY TO REPORT IT OUT OF SHAME AND A DISPLACED SENSE OF LOYALTY TO THEIR PARTNERS. MOST OF THE DATA HAVE BEEN SOURCED FROM WOMEN SHELTERS, HOSPITALS, SOCIAL WORK RECORDS AND POLICE BLOTTERS. SO STATISTICALLY BATTERED WOMEN AND CHILDREN ARE INVISIBLE. THE TWIN CONCEPT THAT: • THE WIFE IS SUBORDINATE TO THE HUSBAND • THE HOME IS PRIVATE PLACE HAS ALSO SERVED TO DELAY THE DISCOVERY OF WIFE BEATING AS A SERIOUS PROBLEM. IT IS THEREFORE THE INEQUALITY RELATIONSHIP OF MEN AND WOMEN THAT MUST BE TACKLED IN ADDRESSING THE PROBLEM OF VIOLENCE AGAINST WOMEN AND CHILDREN
BAPTIST PACIFIC FORUM -The experience of the Convention of Philippine Baptist Churches through its Development Ministries started: -- with awareness raising among the staff, pastors, church leaders and in community development program --. Seminars, conferences and forums were conducted related to gender issue and violence against women and children. --This includes the issue from Biblical perspective and from the men perspective. --Coordination and establishing networks with other churches/church organizations, non-government organizations, local government units and government agencies working for the protection of women's rights and violence against women and children, -- with support from partner organizations and donor agencies in the local and international levels enabled the Development Ministries in highlighting CPBC program on women. -- the program is integrated in the Sunday Schools, Bible studies, and sermons.
BAPTIST PACIFIC FORUM -Joining with networks especially women organizations in the local and national levels strengthened advocacy where the government passed several laws for the protection of women and children. --Women organizations were active in advocacy work with support from the men. The latest advocacy was the global action “One Billion Rising” that happened in February 14, 2013, a one-day event was held, a call for one billion women around the world to join together to dance in a show of collective strength. The word "billion" refers the statistic that one in three women will be raped or beaten in their lifetime, or about one billion and the campaign is to end this violence.
BAPTIST PACIFIC FORUM - With the lobbying of strong women organizations in the Philippines, the government has enacted several laws protecting women from violence – Anti-Sexual Harassment, Anti-Rape and Rape Victim Assistance and Protection, Anti-Trafficking in Persons, Anti-Violence against Women and Children with Women’s and Children’s Desks and Services. The Republic Act 9262 - The Anti-Violence Against Women Act was passed in 2004. In 2007, Senator Pia S. Cayetano filed Senate Bill No. 1407 in the Philippine Senate seeking to declare November 25 of every year as the “National Consciousness Day for the Elimination of Violence against Women” in the Philippines.
Republic Act 9208 BAPTIST PACIFIC FORUM Anti-Trafficking in Persons Act of 2003 RA 9208 penalizes the commission of "trafficking in persons, " defined as the recruitment, transportation, transfer or harboring, or receipt of persons with or without the victim's consent or knowledge, within or across national borders by means of threat or use of force, or other forms of coercion, abduction, fraud, deception, abuse of power or position, taking advantage of the vulnerability of the person, or, the giving or receiving of payments or benefits to achieve the consent of a person having control over another person for the purpose of exploitation which includes at a minimum, the exploitation or the prostitution of others or other forms of sexual exploitation, forced labor or services, slavery, servitude or the removal or sale of organs. The Law also penalizes "acts that promote trafficking in persons such as leasing or allowing the use of property for the purpose of trafficking, producing or distributing fake or tampered certificates required by government, advertising, publishing or distributing propaganda materials that promote trafficking; and facilitating the exit/entry of trafficked persons at airports, seaports and other territorial boundaries. The Law also penalizes the person who buys or engages the services of trafficked persons for prostitution, or of trafficked persons held in a condition of involuntary servitude, forced labor or slavery. The Law considers the trafficked person as a victim and is thus accorded protection by the State.
BAPTIST PACIFIC FORUM Republic Act 9262 Anti-Violence Against Women and Their Children Act of 2004 RA 9262 penalizes the commission of violence against women their children (VAWC) in the context of domestic violence or violence in intimate relationships. It defines VAWC as any act or a series of acts committed by any person against a woman who is his wife, former wife, or with whom the person has or had a sexual or dating relationship, or with whom he has a common child, or against her child whether legitimate or illegitimate, within or without the family abode, which results in or is likely to result in physical, sexual, psychological harm or suffering, or economic abuse including threats of such acts, battery, assault, coercion, harassment or arbitrary deprivation of liberty. The Law also provides for the security of the complainant and her family through the availment of barangay, temporary, or permanent protection orders. The Law clearly identifies the duties of barangay officials, law enforcers, prosecutors, court personnel, healthcare providers and other government agencies and LGUs to provide the necessary protection and support services to VAWC victims. Furthermore, the Law recognizes "Battered Woman Syndrome" which refers to a scientifically defined pattern of psychological or behavioral symptoms found in women living in battering relationships as a result of cumulative abuse, as an acceptable defense for actions committed by the victim as a result of battering.
BAPTIST PACIFIC FORUM Republic Act 8353 The Anti-Rape Law of 1997 The crime of rape is now a crime against persons under the Revised Penal Code. It broadened the definition of rape which may be committed by having carnal knowledge of a woman under certain circumstances or by committing acts of sexual assault. Survivors of rape and women's groups have long clamored for such a provision because they believe that the act of inserting objects into the genital or anal orifice is equally, if not more degrading. The law somehow recognized marital rape when it provided when the offender is the legal husband, forgiveness by the wife shall extinguish the criminal action or penalty
BAPTIST PACIFIC FORUM Republic Act 7877 Anti-Sexual Harassment Act of 1995 The "Anti-Sexual Harassment Act" upholds the State policy to value the dignity of every human individual, to guarantee full respect for human rights and to uphold the dignity of students, trainees, workers, employees and those seeking employment. It declares that all forms of sexual harassment in the employment environment as well as in the education or training environment are unlawful. It provides for the duty of the employer and head of the education environment to prevent or deter commission of acts of sexual harassment and promulgate rules and administrative sanctions.

Shower your blessings upon us as we look forward to the age of upliftment as we come to realize our dignity and become persons you created us to be. With faith and hope, we pray for the victims and survivors of varied forms of violence against women. Deliver them from the bondage of suffering and oppression. Likewise, enlighten the perpetrators to stop their inhuman acts to restore their worth as children of God. May this be a beginning of sharing and learning that could lead to help our women that suffer from violence and oppression. AMEN.
